Diefstal in een woning is een vaak voorkomend criminaliteitsfenomeen dat een grote impact heeft op de slachtoffers. Woninginbraak - het meest voor de hand liggende voorbeeld van een diefstal in een woning - wordt door burgers dan ook als belangrijk probleem ervaren, aldus de Veiligheidsmonitor. De impact van en de bezorgdheid over dit fenomeen gaat samen met een groot - en opnieuw stijgend - aantal feiten. Omdat het een hardnekkig en veelzijdig maatschappelijk probleem is, dringt een globaal beeld van diefstal in woningen zich op. In dit cahier komen verschillende invalshoeken van diefstal in woningen aan bod, al dan niet gekoppeld aan het specifieke Belgische, regionale of lokale beleidskader. De lezer van dit 'Cahier Integrale Veiligheid' vindt er onder meer bijdragen terug die ingaan op de kenmerken die een woning kwetsbaar maken, hoe deze door inbrekers worden benut en hoe men zich hiertegen kan wapenen, hetzij als individu, hetzij als gemeenschap. Daarnaast wordt aandacht besteed aan de concentraties van inbraken in tijd en ruimte en de gevolgen hiervan voor patronen in dadergedrag. Naast de daderkant komt het perspectief van het slachtoffer aan bod. Zo wordt gekeken naar de impact van voor de slachtoffers een diefstal in de woning en welke maatregelen men kan nemen om de negatieve gevolgen van slachtofferschap zoveel mogelijk te beperken. Tot slot komt ook de gerechtelijke keten aan bod, waarbij wordt stilgestaan bij enkele drempels en opportuniteiten voor een coherente strijd tegen dit criminele fenomeen.

Harm reduction of schadebeperking is een pragmatische benadering gericht op het reduceren van de schadelijke gevolgen van problematisch druggebruik. Harm reduction-strategieën zoals spuitenruil, substitutiebehandeling, gebruiksruimtes en medisch gecontroleerde heroïneverstrekking vormen een belangrijke pijler binnen een geïntegreerd (lokaal) drugsbeleid. Het is van groot belang dat deze harm reduction-strategieën zijn toegesneden op de specifieke lokale noden. 0Op vraag van de Stad Gent voerden IRCP en ISD een empirisch onderzoek naar de lokale noden en prioriteiten op het vlak van harm reduction in de stad Gent. Dit onderzoek bestond uit twee opeenvolgende luiken, kwalitatief en kwantitatief van aard. De inbreng van professionelen en (ex-)druggebruikers stond hierbij centraal. 0De resultaten tonen dat het bestaande aanbod in Gent tegemoet komt aan de lokale noden, al is hier duidelijk nog ruimte voor de optimalisatie van bestaande en de implementatie van nieuwe initiatieven. Vijf prioriteiten staan hierbij centraal: het optimaliseren van harm reduction-initiatieven voor de gevangenis, meer mogelijkheden voor zinvolle daginvulling, meer betaalbare huisvesting voor problematische druggebruikers, de implementatie van een laagdrempelig inloopcentrum en van een gebruiksruimte. Voor elk van deze prioriteiten zijn concrete actiepunten geformuleerd, specifiek voor de lokale Gentse context.

Adoptée a l'unanimité par l'Assemblée générale des Nations Unies le 9 décembre 1948, la Convention sur la prévention et la répression du crime de génocide se place parmi les premiers instruments de l'après-guerre destines a défendre et a promouvoir les droits de l’homme, tout en présentant des caractéristiques singulières. Il s’agissait, en effet, de consacrer sur un plan juridique la notion dont la paternité revient a Raphaël Lemkin, matérialisant ainsi la réponse de la communauté internationale a l’horreur suscite par l’ampleur des atrocités commises au cours de la Deuxième Guerre mondiale. D'emblée, la Convention qualifie le génocide de «crime du droit des gens», contient une définition qui, malgré ses faiblesses, garde toute sa vitalité ayant été par la suite reprise telle qu’elle dans d’autres instruments, et instaure des moyens aux fins de sa répression et sa prévention. Le soixantième anniversaire de l’adoption de la Convention sur le génocide a fourni une occasion de réfléchir de nouveau sur l'évolution du droit au cours de cette période et de se pencher sur les divers aspects et questions qui continuent de préoccuper la communauté internationale autour du «crime des crimes». A cette occasion, la Branche hellénique de l’International Law Association et la Fondation Marangopoulos pour les droits de l’homme ont coorganisé un colloque international a Athènes, les 12 et 13 novembre 2008, ayant pour but de revoir les dispositions de la Convention a la lumière des développements récents. Les actes de la conférence, qui sont publies dans le présent volume en français ou en anglais selon le cas, fournissent un aperçu des principaux problèmes actuels en matière de génocide

The Birth of the New Justice' is a history of the attempts to instate ad hoc and permanent international criminal courts and new international criminal laws from the end of World War I to the beginning of the Cold War. The purpose of these courts was to repress aggressive war, war crimes, terrorism, and genocide. 00Rather than arguing that these legal projects were attempts by state governments to project a "liberal legalism" and create an international state system that limited sovereignty, Mark Lewis shows that European jurists in a variety of transnational organizations derived their motives from a range of ideological motives - liberal, conservative, utopian, humanitarian, nationalist, and particularist. European jurists at the Paris Peace Conference in 1919 created a controversial new philosophy of prosecution and punishment, and during the following decades, jurists in different organizations, including the International Law Association, International Association for Criminal Law, the World Jewish Congress, and the International Committee of the Red Cross, transformed the ideas of the legitimacy of post-war trials and the concept of international crime to deal with myriad social and political problems.
