Abstract

This study experimentally evaluates the short-term impacts of public per-student subsidies to partnering local entrepreneurs to establish and operate tuition-free, coeducational, private primary schools in educationally underserved villages in Sindh province, Pakistan. Two subsidy structures were tested, one in which the subsidy amount did not differ by student gender, and the other in which the subsidy amount was higher for female students. The program administrator introduced the latter structure with the aim of correcting for the gender disparity in school enrollment in the general program setting. The program increased school enrollment by 30 percentage points in treated villages, for boys and girls. It increased test scores by 0.63 standard deviations in treated villages. The gender-differentiated subsidy structure did not have larger impacts on girls' enrollment or test scores than the gender-uniform one. Program schools proved more effective in raising test scores than government schools located near the villages, with program-school students scoring 0.16 standard deviations higher, despite coming from more socioeconomically disadvantaged backgrounds. Estimations of the demand for schooling and education production suggest nearly efficient choices on school inputs by the program administrator and partnering entrepreneurs.

Abstract

This paper estimates the short-term, partial-equilibrium impacts of a public-private partnership program for low-cost private secondary schools in Uganda. The public-private partnership program is part of a broader strategy to absorb large increases in secondary enrollment following the introduction of universal secondary education. Under the program, the government offers a per-student subsidy to participating private schools. Program implementation allowed for a randomized phase-in study design to estimate the causal impacts of the program on private school performance. The study finds that the public-private partnership program helped absorb large numbers of eligible students in secondary schools. Student performance in participating private schools was significantly better than in nonparticipating private schools. The study finds that improved student performance is potentially linked to increased input availability, as well as positive selection of government aided students in private schools. Suggestive evidence indicates that this selection most likely occurs on the part of households rather than schools.

Abstract

Learning from experience to improve future infrastructure public-private partnerships is a focal issue for policy makers, financiers, implementers, and private sector stakeholders. An extensive body of case studies and "lessons learned" aims to improve the likelihood of success and attempts to avoid future contract failures across sectors and geographies. This paper examines whether countries do, indeed, learn from experience to improve the probability of success of public-private partnerships at the national level. The purview of the paper is not to diagnose learning across all aspects of public-private partnerships globally, but rather to focus on whether experience has an effect on the most extreme cases of public-private partnership contract failure, premature contract cancellation. The analysis utilizes mixed-effects probit regression combined with spline models to test empirically whether general public-private partnership experience has an impact on reducing the chances of contract cancellation for future projects. The results confirm what the market intuitively knows, that is, that public-private partnership experience reduces the likelihood of contract cancellation. But the results also provide a perhaps less intuitive finding: the benefits of learning are typically concentrated in the first few public-private partnership deals. Moreover, the results show that the probability of cancellation varies across sectors and suggests the relative complexity of water public-private partnerships compared with energy and transport projects. An estimated USD 1.5 billion per year could have been saved with interventions and support to reduce cancellations in less experienced countries (those with fewer than 23 prior public-private partnerships).

Abstract

Anew, innovation-led growth model would enable Argentina to increase economic stability and achieve stronger shared prosperity. Argentina can escape boom-and-bust cycles and accelerate its recovery from the COVID-19 pandemic with an innovation-driven economy that, in addition to factor accumulation, fuels higher productivity growth across all its sectors. Such a growth model should build on Argentina's strengths in human capital, research, and firm-level capabilities, which would help diversify the economy and make it more inclusive and less susceptible to external shocks, providing the country with a stronger buffer at times of uncertainty. Despite the volatility of the past few decades, Argentina has been able to develop important pockets of success in high-end research and in frontier productive sectors such as biotechnology and knowledge economy. All of these should be better exploited and strengthened through public-private partnerships, targeted investments, and an enabling business environment to increase innovation's contribution to economic growth. A resilient economic recovery will, in part, require a long-term vision and a policy framework that builds a sustainable national innovation system. To contribute to the strengthening of such a national innovation system, this report reviews holistically the innovation performance in Argentina, identifies some of the main gaps and strengths, and discusses appropriate policy responses. The report also examines regional differences in innovation performance and reviews the policy effectiveness of recent initiatives that have focused on industry and science linkages and knowledge-based entrepreneurship. The lessons from these impact evaluations and fi ndings of the comparative evaluation of Argentina's innovation landscape are intended to provide guidance in the design and strengthening of existing and future innovation policies in Argentina.
