Qui plus est, l'incertitude inhérente à des émergences et les controverses scientifiques rendent les situations difficiles à interpréter surtout quand les signaux sont faibles. Face à ces menaces protéiformes, surprenantes et souvent insidieuses, l'inquiétude des citoyens est palpable aussi bien à l'échelle d'un établissement de santé que de la Nation. Et pourtant, l'efficacité de la réaction de la société dépend de l'implication de chacun et de chacune. C'est pourquoi il a semblé important aux auteurs de partager leur expérience de gestion des alertes et des crises dans ce glossaire thématique s'adressant aussi bien aux professionnels, aux collectivités, aux étudiants qu'aux citoyens.
