This paper discusses key findings of the First Review Under the Policy Support Instrument (PSI) for Cape Verde. The PSI seeks to reduce macroeconomic risks, provides a margin of safety against exogenous shocks, and addresses the prospect of a longer-term decline in highly concessional external support. Economic and policy performance remains strong. Growth projections for 2006 and 2007 have been revised upward, international reserves are accumulating rapidly, and inflation is falling more quickly than expected. The authorities reaffirm their commitment to the PSI policy objectives.

The Joint Staff Advisory Note (JSAN) reviews the First Annual Progress Report (APR) of Cape Verde on the Poverty Reduction Strategy Paper (PRSP) under the Policy Support Instrument (PSI). The JSAN recommends that the timeliness and reliability of data for the monitoring and evaluation of the PRSP be improved. The APR focuses on recent steps and reform priorities to strengthen public financial management and budget processes. Cape Verde’s authorities have tightened fiscal and monetary stances and have significantly reduced the gaps with program targets. Tax revenues held up well, but there were shortfalls in nontax revenue in addition to capital transfers. The spending execution was held below the budget. The authorities need to scale back the fiscal deficit in 2012 and in the medium term to ensure a sustainable fiscal position. Net domestic financing of the central government should decline to avoid crowding out private sector credit and lessen pressure on the balance of payments.
