The State of Health in the EU country profiles provide a concise and policy-relevant overview of health and health systems in all EU countries, Iceland and Norway, emphasising the particular characteristics and challenges in each country. They are designed to create a means of mutual learning and voluntary exchanges that support the efforts of countries in their evidence-based policy making. Each country profile provides a short synthesis of: the health status in the country; the determinants of health, focussing on behavioural risk factors; the organisation of the health system; and the effectiveness, accessibility and resilience of the health system.The profiles are the joint work of the OECD and the European Observatory on Health Systems and Policies, in co-operation with the European Commission.

En premier lieu, il s’agit de se faire une idée générale des performances en sécurité et hygiène du travail des entreprises a priori afin d’établir un classement des priorités de visite. Le deuxième chapitre y sera consacré.
En second lieu, un affinement de cette évaluation sur des bases objectives sera possible après une visite sur place afin de fixer éventuellement les délais pour une visite ultérieure.
Le troisième chapitre traitera de cette matière.
La méthode utilisée devra être simple et rapide car les inspecteurs ne peuvent se permettre de consacrer des journées entières à chaque entreprise vu le manque de ressources humaines.

This paper summarizes the results of the impact evaluation of the Access to Information pilot project on empowerment of citizens in poor municipalities in the Dominican Republic. Among the dimensions of empowerment investigated are civic knowledge, awareness and use of the right to information, perceptions of and trust in public services and institutions, civic participation, and measures of local governance. Data were collected in two rounds: a baseline round at the end of 2010 and a follow-up round in mid-2012. No impact is found on awareness and the use of information under the specific Access to Information rules. However, it is observed that individuals address more general complaints to governments as a result of the Access to Information program regardless of whether these are classified under the ATI law or not. Some positive and statistically significant impacts are found on local government responsiveness, prioritization and decisions about the municipal budget, and trust in and satisfaction with some local government services.

Most impact evaluations of Conditional Cash Transfers (CCTs) and Unconditional Cash Transfers (UCTs) focus on the returns to increased human capital investments that will be reaped largely or exclusively in the future (e.g., when current children have increased productivities as adults). But the objectives of these programs are not only to increase human capital investments with implications for future levels and distributions of income but also to alleviate current poverty and reduce current inequality. The current distributional gains from such programs depend on the degree of inequality aversion in the social welfare function. Simulations show that, for a range of inequality aversion parameters, the welfare gains from current redistribution for the Mexican PROGRESA CCT program can be as large, or possibly much larger, than the estimated present discounted value of future earnings from human capital investments in lower and upper secondary schooling. These, moreover, are underestimates of the gains from redistribution because, in addition to current gains, such gains will be augmented in the future through the distribution of the returns on the human capital investments induced by cash transfer programs. Therefore, to fully evaluate such programs, it is critical to incorporate the distributional gains, not only the impacts on human capital investments.

"Biomedical research affects society in many ways. It has been shown to improve health, create jobs, add to our knowledge, and foster new collaborations. Despite the complexity of modern research, many of the metrics used to evaluate the impacts of research still focus on the traditional, often academic, part of the research pathway, covering areas such as the amount of grant funding received and the number of peer-reviewed publications. In response to increasing expectations of accountability and transparency, the Association of American Medical Colleges (AAMC), in collaboration with RAND Europe, undertook a project to help communicate the wider value of biomedical research. The initiative developed resources to support academic medical centers in evaluating the outcomes and impacts of their research using approaches relevant to various stakeholders, including patients, providers, administrators, and legislators. This report presents 100 ideas for metrics that can be used assess and communicate the value of biomedical research. The list is not comprehensive, and the metrics are not fully developed, but they should serve to stimulate and broaden thinking about how academic medical centers can communicate the value of their research to a broad range of stakeholders."--Publisher's description.
