'Policy and Party Competition '(1992) established itself as one of the mainstream data sources used by political scientists, when exploring the policy positions of political parties and has become a standard data resource for comparative political science. This new book updates and radically extends this work, providing a wide-ranging empirical overview of party policy in 47 modern democracies, including all of the new democracies of Eastern Europe. The book is divided into three parts: Part I introduces the study, themes and methodology Part II contains a set of substantive chapters dealing in depth with the wide range of issues involved in the estimating and analyzing the policy positions of key political actors. Part III is the data section identifying the key policy dimensions in each of the 47 countries, party positions and median legislators on each of these, and a two-dimensional representation of each party system. This book will prove to be an invaluable reference for all political scientists, particularly those interested in party policy and comparative politics.

Ideological congruence is the term generally used in comparative politics for the representative relationship between the general preferences of citizens and the perceived and stated position of government. This study provides a systematic comparative assessment of success and failure in achieving ideological congruence in nineteen developed parliamentary democracies from 1996 through to 2017. It then deconstructs the processes through which elections can connect citizens and governments into the three major stages: citizens' votes in parliamentary elections; the conversion of those votes into legislative representation; the election of prime ministers by their parliaments and the appointment of cabinet ministers. Analyzing these three stages shows that average distance from the median citizen increases at each stage, with only a few remarkable recoveries once congruence begins to go astray.

Citizens in democracies complain that political parties' positions on major issues are too ambiguous for them to confidently understand. Why is party position ambiguity so common? Are party positions ambiguous because political parties fail in forming a clear policy position or because they deliberately blur their position? Rationality of Irrationality argues that political parties are motivated to strategically blur their position on an issue when they struggle with a certain disadvantage in the issue. Specifically, political parties present an ambiguous position when their own supporters are divided in their stances on the issue. A political party also blurs a position stance when voters do not acknowledge that the party has ability and integrity to solve problems related to the issue. Political parties blur their position in these cases because ambiguous party positions divert voters' attention from the issue. Voters support a political party whose policy positions on major issues are close to their own stances. However, voters cannot confidently and exactly estimate party positions on an issue when they are only ambiguous.
