Abstract

How do public laws, treaties, Senate confirmations, and other legislative achievements help us to gain insight into how our governmental system performs? This well-argued book edited by Scott Adler and John Lapinski is the first to assess our political institutions by looking at what the authors refer to as legislative accomplishment. The book moves beyond current research on Congress that focuses primarily on rules, internal structure, and the microbehavior of individual lawmakers, to look at the mechanisms that govern how policy is enacted and implemented in the United States. It includes essays on topics ranging from those dealing with the microfoundations of congressional output, to large N empirical analyses that assess current theories of lawmaking, to policy-centered case studies. All of the chapters take a Congress-centered perspective on macropolicy while still appreciating the importance of other branches of government in explaining policy accomplishment. The Macropolitics of Congress shines light on promising pathways for the exploration of such key issues as the nature of political representation. Abstract

The rise of an immensely powerful federal government in the twentieth century has tended to obscure the importance of state and local government in American history. Yet government at these lesser levels had the most direct and continuous effect on the lives of ordinary citizens. Through an analysis of late-nineteenth-century state legislatures in Illinois, Iowa, and Wisconsin, Ballard Campbell has written what one expert has called "the best book on legislative politics, past or present." The period he examines was one of rapid change and great challenge. Urbanization, industrialization, and increasing national integration forced innumerable difficult and important decisions on state legislators. Campbell is sensitive to these stresses on law-making, and skillfully analyzes the interplay between personal and constituent factors that affected lawmakers. The author differentiates clearly between local and general aspects of state policymaking, giving full consideration to its more subjective and idiosyncratic elements. His comparison of partisan, economic, urban, ethnocultural, and regional influences on legislative behavior will serve as a model for all future studies. Abstract

Congressional scholars have vastly underappreciated how representation in the U. S. Senate differs from the House of Representatives. In this provocative new study, Wendy J. Schiller develops a theory of dual representation--where two legislators share the same geographical constituency--to explain Senators' behavior. Noting that Senators from the same state join different committees, focus on different policy areas, and address different economic interests through bill and amendment sponsorship, the author examines the electoral and institutional forces that elicit this competitive behavior. In developing her theory, Schiller relies on a wide variety of methodologies, from statistical analysis to case studies, and makes telling comparisons with similar situations in Latin America and Asia. Partners and Rivals argues against the commonly held view that individual Senators do an inadequate job in representing their states. Instead, this book demonstrates how the competitive structure of Senate delegations creates the potential for broad and responsive representation in the Senate. When two senators from the same state are viewed as a pair, it becomes clear that their combined representational agendas include a wide range of the interests and opinions that exist among constituents in their state. This holds true whether the Senators are from the same party or not. Rich in details, Partners and Rivals is the most thorough and rigorous explanation of Senators' behavior available.
