Abstract

Amid China-US geopolitical competition in the Asia-Pacific, it is imperative for both China and Singapore to adapt and respond to evolving circumstances for mutual benefit. The enduring trust and solid foundation between China and Singapore in economic and trade cooperation are validated through their active involvement in each other’s initiatives. This proved true even when the recent COVID-19 pandemic strained political interactions. The political-security dimensions of the relationship between China and Singapore are complex and constantly evolving, influenced as they are by factors such as Singapore’s military training in Taiwan, the contentious South China Sea disputes, and US foreign policy in the region. However, Singapore’s longstanding hedging strategy between the two superpowers may face increasingly severe tests as China-US rivalry escalates. If carefully managed, Singapore’s successful track record of facilitating dialogue between conflicting parties can continue to make it a valuable player in easing tensions between China and the US.

Abstract

Drawing upon extensive research in the United States, Colombia, and Great Britain, The Diplomacy of Modernization examines the evolution of United States foreign policy in Colombia between the world wars, concentrating on the period of the Herbert Hoover and Franklin D. Roosevelt administrations, years generally associated with the formulation and implementation of the Good Neighbor Policy. Historians of the United States-Latin American policy have concentrated on the giants of the inter-war years - Mexico, Cuba, Brazil, and Argentina. Yet the second-ranking powers such as Colombia are particularly significant for an understanding of the factors which shaped inter-American relations, the objective of U.S. policy, and the impact of a major industrialized nation on a developing society. By the end of the First World War Colombia occupied an important, though clearly secondary, place in United States-Latin American policy. During the 1920s Colombia was the third- or fourth-ranking trading partner of the United States in South America. Her strategic proximity to the Panama Canal also made her adherence to a pro-United States position an important objective of Washington's policy, as did the promise of major petroleum reserves that were yet to be exploited. Conscious of these issues and concerned that the spark of nationalism generated by the Mexican revolution would inflame other developing nations in Latin America, United States officials in the 1920s and 1930s re-examined the methods of American diplomacy and gradually moved away from the cruder forms of military intervention, gunboat and dollar diplomacy. In analysing the commercial, financial, and industrial presence of U.S. interests in Colombia and their diplomatic manifestations, this study suggests the extent to which the United States erected a policy designed to provide primacy for American interests rather than the equality of treatment implied in the terms 'good neighbor' and 'open door.'

Abstract

The emphasis on cultural connectivity in China’s growing presence and involvement in Southeast Asia highlights the importance China places on people-to-people exchanges as part of its global engagement strategy. The remarkable ascension of China over the recent decades has precipitated a proliferation of anti-China sentiments, particularly galvanized within the crucible of a “discourse war” with Western powers, as expressed in the latter’s “China threat” narrative. In response to such challenges, China has made substantial investments in cultural diplomacy, to augment its soft power through orchestrated global outreach initiatives. This article examines Chinese cultural diplomacy in the realm of entertainment, specifically “The Melody of Spring: Transnational Spring Festival Gala” hosted in Nanning, Guangxi, and disseminated globally each Chinese New Year. Against the legacy of China-Indonesia bilateral relations as well as Indonesia’s treatment of its Chinese minority, this study explores China’s cultural diplomacy and soft power in contemporary Indonesia. Through the case study of the “Transnational Spring Festival Gala”, this article posits that China’s cultural dissemination as an instrument of soft power has yielded little influence on the Indonesian public and has limited impact on the formation of a transnational imagined community.

Abstract

"For observers outside of Southeast Asia, this book opens up a world of conflicts, rivalries, and reconciliations that is terra incognita. It is easy to assume that all is well under the consensual Association of Southeast Asian Nations (ASEAN) umbrella. These expert authors detail the sometimes stormy and often tense bilateral relationships in the region. In doing so they delineate the profound contribution that ASEAN has made to regional security and cooperation, but at the same time they show the limits of multilateralism as a mode of conflict resolution. Etel Solingen's introductory essay provides an extensive analytical vocabulary for regional politics, and the other authors have fascinating stories to tell about the interrelationships of Southeast Asia's states since 1975."- Brantly Womack, Hugh S. & Winifred B. Cumming Memorial Professor of International Affairs, University of Virginia"The international relations of Southeast Asia has been so dominated by academic studies focusing on the Association of Southeast Asian Nations that 'everyday interstate politics' has been eclipsed. This volume by N. Ganesan and Ramses Amer redresses this neglect. International Relations in Southeast Asia: Between Bilateralism and Multilateralism includes nine empirically rich case studies focused on the management of persistent bilateral tensions involving eight of the region's states. This collection will appeal to a wide audience of students, academics, and regional security specialists due to the diversity and expertise of its contributors and its up-to-date analysis."- Carlyle A. Thayer, Professor, The University of New South Wales at the Australian Defence Force Academy, Canberra"The volume edited by Ganesan and Amer is a welcome departure from the academic theoretical focus on the regionalist enterprise of ASEAN. As the aspirational goal of an ASEAN community becomes increasingly elusive - if not illusory - this book explains in real policy terms the challenge to the political efficacy of ASEAN's multilateral fora, constrained as they are by consensus, non-interference, and fiercely defended state sovereignty. In detailed and sharply etched studies of the key bilateral interests and issues at the state level, the authors demonstrate that rather than recourse to the multilateral diplomatic platform represented by ASEAN, the preferred national mechanisms for the critical areas of cooperation and conflict will continue to be bilateral and the practices of traditional statecraft."- Donald E. Weatherbee, Russell Distinguished Professor Emeritus, University of South Carolina

Abstract

This work draws critical attention to the core security challenges that have defined U.S. foreign policy in relation to China and its rise on the international stage. During the administrations of Presidents George W. Bush and Barack Obama the traditional safeguards and stabilizers to strategic competition were broadly adhered to, albeit in some cases not without great difficulty. Under the leadership of Donald Trump and China's Xi Jinping, however, these bulwarks have alarmingly diminished. Abrupt departures in engagement platforms and asserting regional defensive postures have become the new norms. With brevity and nuance, this book provides much needed connective tissue in examining these departures and their antecedents across the Bush, Obama and Trump administrations.

Abstract

This book explores the involvement of the international community in peacebuilding efforts in Colombia since 2016. In particular, it examines how interventions were framed in order to promote and sustain their involvement, and questions whether these frames reflected reality within Colombia.

Abstract

This edited volume examines the concept of overhangs or legacies or negative stereotypical images in international relations and their impact on bilateral relations between geographically proximate states in East Asia. The case studies chosen - Japan-Korea, Japan-China, Vietnam-China, Thailand-Myanmar and Thailand-Cambodia - demonstrate conclusively that bilateral overhangs or legacies have a significant impact on contemporary international relations. Such images are regularly replicated and stoked by a variety of constituencies including state agencies for their own selfish interests. The evidence also points to the fact that such bilateral relationships are relatively self-contained and often operate with their own dynamics. Powerful condensation symbols are appropriated to weave a story of the virtuous self and the stereotypical other. This negative image and its replication is important to an understanding of turbulent bilateral relations in East Asia and also helps to inform how such relations can be brought to an even keel.

Abstract

With the rise of China and massive new migrations, China has adjusted its policy towards the Chinese overseas in Southeast Asia and beyond. This book deals with Beijing's policy which has been a response to the external events involving the Chinese overseas as well as the internal needs of China. It appears that a rising China considers the Chinese overseas as a source of socio-political and economic capital and would extend its protection to them whenever this is not in conflict with its core national interest. The impacts on and the responses of the relevant countries, especially those in Southeast Asia, are also examined.
