At the start of Nigeria’s Fourth Republic on 29 May 1999, there was great optimism as to the emergence of a new democratic future representing a significant break from the political undulations of the past. After 400 years of survival among the multi-ethnic society of French Guyana, members of the Amerindian minority create a communal administration, the Awala-Yalimapo commune. The questions that this paper deals with are : how does this process of institutionnalization of power fits into the historical context ? which institutional power strategies were adopted to articulate the french national political institutions to their own socio-political processes ? how can these processes be used to promote ethno-development and why in this context does ethnicity appear to have been a paradoxical process ?
