This seminal book was inspired by a series of questions: What explains the endurance of Augusto Pinochet's authoritarian regime in Chile, a country with a lengthy democratic tradition? What mechanisms secured the regime's political stability and broad-based support? What role did neoliberal ideas play in authoritarian discourse and policy? How could two such opposite forces as political coercion and economic freedom coexist? And why the fascination with Pinochet's personality and leadership among elites and lower-income sectors alike? Carlos Huneeus's authoritative work explores and reveals the very nature of the Pinochet regime, examining its structures, its policies, and the complex of factors that made its lengthy duration possible. At the same time, it sheds welcome light on the nature of Chilean democracy today.

This book contributes to the fields of memory and human rights. It offers a novel and interdisciplinary theory on social indifference, and in particular on the indifference of people to human rights violations committed against certain sectors of society in turbulent times. These theoretical frameworks are explored empirically with respect to the Chilean case. Through a blend of mixed methods, the book explains the causes, characteristics and social consequences of the current indifference of Chileans with respect to the human rights violations committed during the dictatorship of Augusto Pinochet (1973-90). The different findings are an invitation to rethink new challenges of transitional justice processes in fragmented societies and to strengthen public policies on human rights.

"When the army comes out, it is to kill."-Augusto PinochetFollowing his bloody September 1973 coup d'état that overthrew President Salvador Allende, Augusto Pinochet, commander-in-chief of the Chilean Armed Forces and National Police, became head of a military junta that would rule Chile for the next seventeen years. The violent repression used by the Pinochet regime to maintain power and transform the country's political profile and economic system has received less attention than the Argentine military dictatorship, even though the Pinochet regime endured twice as long.In this primary study of Chile Under Pinochet, Mark Ensalaco maintains that Pinochet was complicit in the "enforced disappearance" of thousands of Chileans and an unknown number of foreign nationals. Ensalaco spent five years in Chile investigating the impact of Pinochet's rule and interviewing members of the truth commission created to investigate the human rights violations under Pinochet. The political objective of human rights organizations, Ensalaco contends, is to bring sufficient pressure to bear on violent regimes to induce them to end policies of repression. However, these efforts are severely limited by the disparities of power between human rights organizations and regimes intent on ruthlessly eliminating dissent.

In her acclaimed book Soldiers in a Narrow Land, Mary Helen Spooner took us inside the brutal dictatorship of Augusto Pinochet. Carrying Chile's story up to the present, she now offers this vivid account of how Chile rebuilt its democracy after 17 years of military rule-with the former dictator watching, and waiting, from the sidelines. Spooner discusses the major players, events, and institutions in Chile's recent political history, delving into such topics as the environmental situation, the economy, and the election of Michelle Bachelet. Throughout, she examines Pinochet's continuing influence on public life as she tells how he grudgingly ceded power, successfully fought investigations into his human rights record and finances, kept command of the army for eight years after leaving the presidency, was detained on human rights charges, and died without being convicted of any of the many serious crimes of which he was accused. Chile has now become one of South America's greatest economic and political successes, but as we find in The General's Slow Retreat, it remains a country burdened with a painful past.

This book is the first comprehensive study of the Reagan administration's policy toward the military dictatorship of General Augusto Pinochet in Chile. Based on new primary and archival materials, as well as on original interviews with former US and Chilean officials, it traces the evolution of Reagan policy from an initial 'close embrace' of the junta to a re-evaluation of whether Pinochet was a risk to long-term US interests in Chile and, finally, to an acceptance in Washington of the need to push for a return to democracy. It provides fresh insights into the bureaucratic conflicts that were a key part of the Reagan decision-making process and reveals not only the successes but also the limits of US influence on Pinochet's regime. Finally, it contributes to the ongoing debate about the US approach toward democracy promotion in the Third World over the past half century.
