The RAND Corporation hosted an energy crisis management workshop in January 1982. The workshop was sponsored by the California Energy Commission and built on prior RAND research undertaken for the U.S. Department of Energy. Twenty-eight participants took part in a three-day gaming exercise that simulated an international oil crisis. The workshop participants included federal, state, and local government officials, scholars, and industry executives. This report describes the structure of the game and the game results.
