Abstract

Peru's self-proclaimed "revolution"-surprisingly extensive reforms initiated by the military government-has aroused great interest all over Latin America and the Third World. This book is the first systematic and comprehensive attempt to appraise Peru's current experiment in both national and regional perspective. It compares recent innovative approaches to Peru's problems with the methods used by earlier regimes, providing original and stimulating interpretations of contemporary Peru from the viewpoints of political science, sociology, history, economics, and education. Abstract

In July 2008, Peru became the 41st country to adhere to the OECD Declaration on International Investment and Multinational Enterprises. This review, undertaken as a part of Peru's adherence process, show the country's achievements in establishing an open and transparent regime with a limited number of restrictions, enabling Peru to rank among the most open economies.  Recent government initiatives seek to further reduce administrative barriers to investment, streamline and simplify investment incentives, and promote responsible business conduct practices.

Abstract

As economic adviser and manager of the Central Reserve Bank of Peru, Pedro-Pablo Kuczynski observed at first hand the crisis that preceded the overthrow of the Belaúnde administration on October 3, 1968. His role in the economic policies of that era enables him to provide an insider's view and analysis of the financial and economic problems besetting a democratic regime in a developing country. The author pays particular attention to the reasons for the difficulties of the administration after a promising beginning. He considers the main actors during the period 1966-1968, their central motives, the role of the opposition-controlled Congress, the government's efforts to cope with economic and financial problems, and the role of U.S. foreign policy. Abstract

This paper discusses key findings of the Third Review for Peru and Inflation Consultation Under the Stand-By Arrangement. All performance criteria for end-December 2007 and end-March 2008 were observed, but inflation in March exceeded the upper limit of the program’s consultation band around the official inflation target range. The end-March structural benchmark was observed and progress has been made on end-June benchmarks. The outlook for 2008 remains favorable, with the economy continuing its strong momentum, as downside global risks are buffered by improvements in fundamentals and prudent policies.
