Abstract

Particularly in the context of internal conflicts, international law is frequently unable to create and sustain frameworks for peace in Africa. In Peacebuilding in the African Union, Abou Jeng explores the factors which have prevented such steps forward in the interaction between the international legal order and postcolonial Africa. In the first work of its kind, Jeng considers whether these limitations necessitate recasting the existing conceptual structure and whether the Constitutive Act of the African Union provides exactly this opportunity through its integrated peace and security framework. Through the case studies of Burundi and Somalia, Jeng examines the structures and philosophy of the African Union and assesses the capacity of its practices in peacemaking. In so doing, this book will be of great practical value to scholars and legal practitioners alike.

Abstract

The efforts undertaken by the international and African communities towards the decentralization of the management of peace and security issues since the beginning of the 1990s have meant for Central Africa a significant diplomatic and legal body of work. Several official documents express the political will of member states of the Economic community of Central African States (ECCAS) to work together and in partnership with the international community in general, and the United Nations in particular, towards a lasting peace and security in their sub-region. The sheer volume and quality of the documents produced to codify the norms and mechanisms created until now within ECCAS is impressive and represents a dynamic expression of hope for the sub-region. However, the very best legal texts and diplomatic intentions are but words, so that peace for the Central African peoples can only become reality through the concrete implementation and rigorous follow-up of the totality of measures collated in this book. After an introduction that sets the regional political and diplomatic context, the book provides a reference collection of the various regional and international documents pertaining to the management of peace and security in the Central African sub-region.

Abstract

Travelling Models offers a theoretical concept for comparative research on conflict management in Africa in processes of globalization: how is change in one place related to developments in other places? Why are certain issues that are important in one place taken up in other places, while others are not? The authors examine how the travel of models enact changes, particularly in African conflict situations, most often in unexpected ways. They look at what happens when a model has been put into practice at a conflict site, and they pay attention to the forms of social (re-)ordering resulting from this process. The authors look, among others, at conflict managing models of power- and revenue sharing, mediation, freedom of expression, disaster management, community involvement and workshopping. Abstract

The African Union has been a major factor in establishing peace, security and development in Africa. Today, however, the intranational body is struggling in the midst of a perceived dissipating appetite for supporting continental institutions. Previously seen as the panacea to Africa's continuing problems with violence and corruption in society, under the slogan "African Solutions to African Problems", the African Union, this book argues, seems to have run its course. Recognizing that the measured successes in political emancipation which have been recorded across the African continent do not seem to have translated into economic and social gains for its 1.2 billion citizens, the AU adopted a new development framework dubbed "Agenda 2063". The framework calls on African leaders to rediscover the `Pan African' spirit and to create the `Africa Africans want'. In practice this means a new focus and engagement with the African Diaspora, tapping into their strong track-record in economic development. As this book shows however, there remain deep differences over the meaning, timing and sequencing of pan-African integration. Indeed, different member states have different understandings of the role of the African Union itself.
