Abstract

This volume helps to better understand how the interaction between local and international peacebuilding actors influences the outcomes of their programs. Based on the case study of Ituri in the Democratic Republic of Congo, this text analyses the inter-subjective relationship between local and international peacebuilding actors over the long term and assesses ways to overcome the obstacles to more cooperative partnerships between them. Focusing on perceptions, the book nuances the definitions of war, peacebuilding and peace and allows for a more comprehensive understanding of conflict contexts. Here, Hellmüller contributes to the literature on peacebuilding effectiveness and makes concrete suggestions for translating these findings into practice.

Abstract

This book explores pathways to redress for main groups of victims/survivors of the 1992-5 Bosnian war -families of missing persons, victims of torture, survivors of sexual violence, and victims suffering physical disabilities and harm. The author traces the history of redress-making for each of these groups and shows how differently they have been treated by Bosnian authorities at the state and subnational level. In Bosnia and Herzegovina, thousands of war victims have had to suffer re-traumatising ordeals in order to secure partial redress for their suffering during 1992-1995 and after. While some, such as victims of sexual violence, have been legally recognised and offered financial and service-based compensation, others, such as victims of torture, have been recognized only recently with a clear geographical limitation. The main aim of the book is to explore the politics behind recognizing victimhood and awarding redress in a country that has been divided by instrumentalized identity cleavages, widespread patronage and debilitating war legacies. It shows how war victims/survivors navigate such fragmented and challenging public landscape in order to secure their rights. Abstract

Barbara Segaert is Project Coordinator at the University Centre Saint-Ignatius Antwerp, Belgium, where she develops academic programmes on various topics of contemporary relevance to society. Jorg Kustermans is Associate Professor of International Relations in the Department of Political Science at the University of Antwerp, Belgium. He does research on the conceptual history of peace and on the shifting sources of international authority. Tom Sauer is Associate Professor in International Politics at the University of Antwerp, Belgium. He is specialized in international security, and more in particular in nuclear arms control, proliferation, and disarmament. He is a former BCSIA Fellow at Harvard University, USA. Sauer received the 2019 Rotary International Alumni Global Service Award. This book assesses the claim that peacebuilding is a moribund international practice. Its contributors trace the origins of peacebuilding, bring back to memory its moments of triumph, and reflect on the reports of its decline. The story of peacebuilding parallels the broader story of liberalism's rise and fall in world politics, including the attempt to remedy an ailing patient by administering a magic medicine - "the local turn". Its contributors further write about what may come after peacebuilding as we still know it. They describe more locally rooted attempts at building peace and how they operate in the shadows of, and in an ambiguous relationship with, governmental and international peacebuilders. The book finally suggests that reports of the pending death of peacebuilding are probably premature. Peacebuilding is a resilient international practice, apt to adjust itself to a changing environment, and too important a source of legitimacy for those that wield power. .

Abstract

This book examines a new type of state formation evoked by the rise of transnational rule, what Schia calls franchised states. Drawing on anthropological studying-through fieldwork within the UN organization, he demonstrates how peacebuilding activities turned Liberia into an object of governing, whereby the UN, in seeking to build the state, also became the state. The sovereign state of Liberia here emerges as a franchise rather than a self-contained entity. Two implications follow: First, that international peacebuilding turns post-conflict countries into clients of the international community. Second, that "sovereignty" is no longer exclusively associated with the state: it is organized in and through specific practices of governing where a state actor is only one among a range of actors. With these findings, the book moves beyond previous work on peacebuilding by focusing on the unbundling of sovereignty. It contributes to the literature on the changing forms of sovereignty by showing the specific ways in which sovereignty is organized, packaged and enacted, often by actors working under international auspices. This book will be of interest to practitioners and students interested in international organizations, international relations, the study of international practices, UN, and peacebuilding.

Abstract

This book explores a critical question: in the wake of identity-based violence, what can internal and international peacebuilders do to help "deeply divided societies" rediscover a sense of living together? In 2016, ethnic, religious, and sectarian violence in Syria and Iraq, the Central African Republic, Myanmar, and Burundi grab headlines and present worrying scenarios of mass atrocities. The principal concern which this volume addresses is "social cohesion" - relations within society and across deep divisions, and the relationship of individuals and groups with the state. For global peacebuilding networks, the social cohesion concept is a leitmotif for assessment of social dynamics and a strategic goal of interventions to promote resilience following violent conflict. Abstract

This book is a historical review of literature and ideas that make the connections between friendship and politics. Using pertinent quotations from a wide variety of sources, the book is divided into three main parts. Firstly, it explores interpretations of the concept of friendship, tracing its use from the Ancient Greek and Roman philosophical works, through to modern and postmodern perspectives, touching on different cultural, religious, and ethical connections. Secondly, the concept of the political is identified according to different aspects and ideological emphases, looking at influences in different time periods, and demonstrating the importance of relational politics as viewed through feminism, identity, culture, globalism, and the ethics of care. The third part draws together the political and friendship highlighting the importance of relational politics and civic friendship as a topic relevant for academic consideration of politics. Dr. Heather Devere is former Director of Practice at Te Ao o Rongomaraeroa/The National Centre for Peace and Conflict Studies, University of Otago in Aotearoa, New Zealand.
