This Special Issue on “Blood-Derived Products for Tissue Repair and Regeneration” reveals the evolution and diversity of platelet rich plasma (PRP) technologies, which includes experimental research on novel formulations, the creation of combination therapies, and the exploration of potential modifiers of PRPs, as well as efficacy of PRP therapies in clinical veterinary and human applications. Scientist and clinicians are now starting to develop different treatments based on their reinterpretation of the traditional roles of platelets and plasma, and the current Issue has provided a forum for sharing research and ways of understanding the associated medicinal benefits from different points of view. The research interest in this area has covered different medical disciplines, such as ophthalmology, dentistry, orthopedics, and sports medicine.

This paper studies the spending and absorption of aid in PRGF-supported programs, verifies whether the use aid is programmed to be smoothed over time, and analyzes how considerations about macroeconomic stability influence the programmed use of aid. It finds that PRGF-supported programs allow countries to use most or almost all increases in aid within a few years. The paper finds some evidence that the programmed absorption of aid is higher in countries where reserve coverage is above a certain threshold, whereas programmed spending does not seem to depend on inflation. Finally, it shows that the presence of a PRGFsupported program does not constrain the actual spending and absorption of aid.

Macroeconomic outcomes in low-income countries (LICs) have improved markedly in recent years, but important questions remain regarding possible adjustments in the design of IMF-supported programs in such countries. This paper draws on a review of the literature as well as the experience of 15 LICs that have attained some degree of macroeconomic stability to discuss, for example, the appropriate target range for inflation in shock-prone LICs; whether countries should use fiscal space to cut excessive tax burdens, reduce high debt levels, or raise public spending; and how the effectiveness of public expenditures can be improved.

This report presents the findings of an evaluation of the effectiveness of IMF interactions with its member countries during the period 2001-08, with special emphasis on 2007-08. It analyzes IMF interactions with its entire membership, broken down into three main country groups: advanced economies, emerging economies, and Poverty Reduction Growth Facility (PRGF)-eligible countries. The report comes at a critical juncture for the international monetary system, when the IMF has adopted a more flexible approach to lending and been given new responsibilities, as well as a major infusion of resources to help members deal with the global financial crisis. It highlights lessons learned from the evaluation that are most relevant to the tasks that lie ahead for the IMF.

This paper discusses key findings of the Second Review Under the Poverty Reduction and Growth Facility (PRGF) for the Republic of Congo. Policy implementation through the first half of 2009 was satisfactory. All quantitative performance criteria and all but one of the structural benchmarks were met. The non-oil basic primary deficit target for end-June was observed by a comfortable margin. Progress toward observing the Heavily Indebted Poor Countries (HIPC) floating completion point triggers has accelerated recently, and the authorities are making a strong effort to reach the completion point by year-end.

This paper discusses key findings of the Third Review Under the Poverty Reduction and Growth Facility (PRGF) for Togo. The PRGF-supported program remains on track despite the shocks. All quantitative and structural performance criteria through end-June 2009 were met. All targets for implementation of structural reforms were fulfilled through end-June; delays have developed for the second half of 2009 primarily owing to capacity constraints. The authorities have committed to completing key reforms in 2010 to strengthen public finances, restructure the banking system, and accelerate growth.
