Abstract

Individuals with complex communication needs who use Augmentative and Alternative Communication (AAC) frequently encounter barriers that limit their ability to achieve their full potential in communication and in life. These barriers include access barriers (limitations in the current capabilities of the AAC user or the communication systems that they use) as well as opportunity barriers (e.g., policy, practice, knowledge/skill, and attitude barriers that extend beyond the AAC user). It is essential to consider both access and opportunity barriers when designing systems and supports for individuals who use AAC. However, often the emphasis of research and practice is on addressing issues related to access barriers with far less attention to opportunity barriers. Supporting Individuals Who Use Augmentative and Alternative Communication: Breaking Down Opportunity Barriers is the first book to focus specifically on practical strategies for breaking down opportunity barriers experienced by individuals who use AAC.

Abstract

Great progress has been made in recent years in securing better access and financial protection against the cost of illness through collective financing of health care. Managing scarce resources effectively and efficiently is an important part of this story. Experience has shown that, without strategic policies and focused spending, the poor are likely to get left out. The use of purchasing to enhance public sector performance is well-documented in other sectors. Extension to the health sector of lessons from this experience is now successfully implemented in many developing countries.Public Ends, Private Means: Strategic Purchasing of Value for Money in Health Services is part of a series of World Bank publications on ways to make public spending on health care more efficient and equitable in developing countries. It reviews the underlying economics in terms of agency theory, behavioral science, contract theory, transaction costs, and public choice theory. It provides a synthesis of the institutional environment needed for countries to shift to strategic purchasing, organizational incentives that need to be in place, and management capacity that needs to be strengthened. The volume is supplemented with a CD that presents six regional reviews of current resource allocation and purchasing (RAP) arrangements.

Abstract

Abstract

The right to make our own decisions, foolish or wise, is at the heart of the concept of liberty. The sanest people marry the wrong spouse, take up an unsuitable career, and engage in dangerous sports; while friends and relatives may fret and cajole, we recognise that adults ultimately take responsibility for their own decisions. Similarly, the law enshrines our belief that people have a right to make their own decisions about their health and to refuse medical treatment if they wish, regardless of whether doctors can show that the treatment will be efficacious. …
