The use of digital information and communication technologies would be the traces of a social acceptability of the exploitation of all data, in the context of negotiations of uses. This is the reason why the users present themselves actors and contributors of the hyperconnectivity. We would thus witness a new form of dissemination, inviting user experience and social innovations. It is thus the victory of subordination by negotiated renunciation; A new form of serving, no longer that of the 1980's, with the counters and other services, which have become uncontrolled services - excepted when the users are overcome by restrictive ergonomics, revealing too much the subordination device - which joins the prescription apparently without an injunction. The lure is at its height when users and broadcasters come together to produce the services and goods, composing the business model, until the very existence of the companies, in particular the pure players. Crowdsourcing becomes legitimate: consumers create the content, deliver the data, the basis of the service sold (in a painless way because free access most of the time, indirect financing), the providers make available and administer the service, networks , Interfaces (representing considerable costs), also reputation to attract the attention of other consumers or contributors. In these conditions, the environmental stakes are considerable, so we propose another way of considering them, not as they are dealt with - material and pollution - but according to the prism of the relational practices analyzed in this volume.

Die Beiträge in diesem Band versuchen aus unterschiedlichen kulturwissenschaftlichen Perspektiven heraus die soziale Figur des Experten in der Vormoderne zu verorten. Ausgangspunkt bildet die Annahme, dass Experten im erhöhten Maße die soziale Verteilung und Hierarchisierung von Wissen repräsentieren und durchsetzen. Sie treten als Träger besonderen Wissens auf, an die sich Akteure in bestimmten Problemsituationen wenden können. Experten versprechen, maßgeschneidertes Wissen zur Problemlösung bereitzustellen oder zu vermitteln. Dies erleichtert einerseits die Wirklichkeitsbewältigung, da man weiß, dass man nicht alles wissen muss und es eben Experten gibt, an die man sich in prekären Situationen wenden kann. Doch so sehr Akteure den Experten vertrauen, wächst andererseits auch das Empfinden, die eigene Handlungsautonomie aufzugeben und fremdbestimmt zu werden. Experten sind deswegen die geborenen Sündenböcke: Man verlangt von ihnen, die Welt einfach zu machen und weist ihnen dafür einflussreiche soziale Sonderrollen zu. Doch wenn sich die Wirklichkeit dann doch nicht so einfach gestalten lässt oder wenn sie durch das Wirken der Experten sogar noch komplizierter wird, werden sie zu Zielscheiben der Kritik. Diese Kritik kann dabei kulturell äußerst produktiv sein. So kann man in der Expertenkritik einen Reflexionsmodus erkennen, in dem sich über Wissensordnungen, Machtverteilungen oder bestimmte Institutionen auseinandergesetzt wird und zugleich neue Rollentypen und Institutionen entwickelt werden. Der Band zeigt die unterschiedlichen Momente dieser sozialen Dynamik. Er trägt damit neue Sichtweisen in die Erforschung von Expertenkulturen hinein, die bislang von feuilletonistischen Debatten dominiert wird. Ziel des vorliegenden Bandes ist es, vor allem die zeitlich verengte Perspektive aufzubrechen, die den Experten unter Beschränkung auf das 20. und 21. Jahrhundert zu verstehen versucht. Die aus unterschiedlichen Disziplinen stammenden Beiträge zeigen, dass spätestens seit dem 12. Jahrhundert im lateinischen Europa das ambivalente Verhältnis von Expertenvertrauen und Expertenkritik wirkmächtig ist.

This volume focuses on the responsibilities of online service providers (OSPs) in contemporary societies. It examines the complexity and global dimensions of the rapidly evolving and serious challenges posed by the exponential development of Internet services and resources. It looks at the major actors – such as Facebook, Google, Twitter, and Yahoo! – and their significant influence on the informational environment and users’ interactions within it, as well as the responsibilities and liabilities such influence entails. It discusses the position of OSPs as information gatekeepers and how they have gone from offering connecting and information-sharing services to paying members to providing open, free infrastructure and applications that facilitate digital expression and the communication of information. The book seeks consensus on the principles that should shape OSPs’ responsibilities and practices, taking into account business ethics and policies. Finally, it discusses the rights of users and international regulations that are in place or currently lacking.
