Le Médiateur européen a été institué par le traité de Maastricht de 1992 et il a fêté son dixième anniversaire en 2005. Il a pris une place de plus en plus importante au sein du système institutionnel de l’Union européenne. Le bilan de son activité est considérable, comme peuvent en témoigner ses rapports annuels. Le Médiateur européen évolue dans un environnement institutionnel complexe. Il entretient de nombreuses relations avec les institutions et les organes de l’Union européenne, mais également avec les médiateurs nationaux des vingt-cinq États membres de l’Union. L’apport de son action peut être évalué à la fois par rapport à la citoyenneté européenne et à la protection des droits fondamentaux. L’objectif de cet ouvrage, destiné aussi bien aux étudiants, qu’aux universitaires et aux professionnels, est de présenter l’environnement dans lequel évolue le Médiateur européen. Il dresse aussi un bilan de son action dix ans après sa naissance, notamment dans la perspective des élargissements de l’Union européenne du 1er mai 2004 et du 1er janvier 2007.
