This volume contains the proceedings of the Second World Climate Conference which was held in Geneva in October-November 1990. lt was an opportunity for world-class experts from a broad range of scientific and socio-economic disciplines to review latest developments and recommend actions to address the problem of global climate change. Scientific and technical discussions were followed by a ministerial meeting attended by 137 countries. The Conference Statement and Ministerial Declaration set the stage for ongoing negotiations leading to an international agreement on climate change in preparation for the 1992 United Nations Conference on Environment and Development in Rio de Janeiro. This book is not only an important statement about the current knowledge of climate change and its effect on the world's environment and prospects for sustainable socio-economic development, but also a summary of the technical programmes and political actions needed to deal with this major global problem.
