Abstract

Cultural activities are increasingly noted as drivers of meaningful development. But they have yet to gain a prominent place in the architecture of development strategy. The performing arts, discussed here, exhibit direct effects on social progress and economic growth through trade in music, movies, and temporary work permits for artists, for example. Indirect contributions may also include environmental stewardship, tourism, nation branding, social inclusion, cultural democracy, and shifting cultural behaviors. These direct and indirect contributions are not well documented. As such, how is the creative or cultural sector a crucial part of the wealth of nations, and how could the World Bank Group better leverage the performing arts in its development strategy? This discussion provides a broad snapshot, from arts education, to social inclusion, to international trade in services. Key constraints include: the paucity of data and the difficulty of measuring cultural activities, the challenge of intellectual property, and the unclear benefits of cultural tourism. Part I sets the stage. Part II then provides policy options to foster the performing arts as a promising engine for development. Suggestions include: 1. expanding direct involvement in artistic projects, 2. increasing the use of performing arts to address social issues, 3. collecting data, 4. promoting intellectual property training programs, 5. supporting digital platforms in the developing world that advance indigenous music, and 6. funding studies on such areas as cultural tourism. Progress still needs to be made in the discussion of the diverse ways that the performing arts can contribute to meaningful development.

Abstract

The digital economy is changing the standards of business. Companies must adapt to seize opportunities by disrupting the system with new technologies, new processes, new products or new business models. &#13;Id Campus, an innovation stimulator based in Liège, understood this challenge and was looking for a way to make Walloon companies aware of this situation. This reflexion led to the elaboration of the main topic addressed in this report: “how to create a sense of urgency within Walloon companies to encourage them to innovate in the new economy?”&#13;This thesis discusses the effects of a participative workshop aimed to think about the future of a country, sector, company, etc. The considered method takes the form of a game as it calls for imagination and creativity. The purpose is to deal with a sector taken in the transition of a system. The participants must:&#13;- identify which shifts & triggers could rush the system;&#13;- choose which values must be considered as essential;&#13;- imagine which path the system could follow;&#13;- assess the final situation of the system.&#13;The results of this study are positive in the sense that an improvement of the optimism and a rise in the awareness of opportunities were observed among the participants. Even if those observations are partial, they contribute to increasing the sense of urgency in an incremental way. However, for now, there is no assessment device to measure the sense of urgency. This is why this data is not fully attested.&#13;With application of the recommendations I made at the end of this report, anyone could use this tool to increase the sense of urgency within their organization.

Abstract

For many observers the beginning of a dynamic economic and stock market upswing in the U.S. in the mid 1990s marked the start of a new era, the times of the new economy. This phenomenon has been under intense discussion ever since - both in the political arena as well as among scientists. Thereby the somewhat glamorous term new economy reflects the conviction held by its proponents that the use of new technologies will lead to a never ending acceleration of technological progress and economic welfare. The origins of this development date back a long time: More than 30 years ago, the starting point was the basic innovation "digitilization"". Production as well as application of information and communications technologies (ICT) are based on this principle. At the beginning of the seventies, the first microprocessor was produced. Some ten years later, the first personal computer was brought onto the market. The commercial use of the Internet has begun in the mid nineties. In view of the economic boom in the U.S. accompanying the introduction of the Internet, the question arises as to what extent the new economy actually has exerted lasting positive effects on productivity - not only in the United States, but also worldwide. Inspired by these developments, the Federal Ministry of Economics and Technology commissioned RWI, Essen, to study the driving forces of the new economy. In this report, the trends of the ICT sector and of the use of ICT products are analyzed with respect to the overall economic effects in Germany in comparison to the U.S. Further analyses were carried out regarding the intensity and effects of e-business. Finally, the influence of different methods of price measurement on productivity was analysed, since this is important for international comparisons of total factor productivity. The study culminates in a growth accounting calculation separating the contributions to economic growth by capital, labor, and technological progress.
