Abstract

The Varieties of Democracy project (V-Dem) pioneered new ways to conceptualize and measure democracy, producing a multidimensional and disaggregated data set on democracy around the world that is now widely used by researchers, activists, and governments. Why Democracies Develop and Decline draws on this data to present a comprehensive overview and rigorous empirical tests of the factors that contribute to democratization and democratic decline, looking at economic, social, institutional, geographic, and international factors. It is the most authoritative and encompassing empirical analysis of the causes of democratization and reversals. The volume also proposes a comprehensive theoretical framework and presents an up-to-date description of global democratic developments from the French Revolution to the present. Abstract

This book examines Western efforts at democracy promotion, reactions by illiberal challengers and regional powers, and political and societal conditions in target states. It is argued that Western powers are not unequivocally committed to the promotion of democracy and human rights, while non-democratic regional powers cannot simply be described as "autocracy supporters". This volume examines in detail the challenges by three illiberal regional powers — China, Russia and Saudi Arabia — to Western (US and EU) efforts at democracy promotion. The contributions specifically analyze their actions in Ethiopia and Angola in the case of China, Georgia and Ukraine in the case of Russia, and Tunisia in the case of Saudi Arabia. Democratic powers such as the US or the EU usually prefer stability over human rights and democracy. If democratic movements threaten stability in a region, neither the US nor the EU supports them. As to illiberal powers, they are generally not that different from their democratic counterparts. They also prefer stability over turmoil. Neither Russia nor China nor Saudi Arabia explicitly promote autocracy. Instead, they seek to suppress democratic movements in their periphery the minute these groups threaten their security interests or are perceived to endanger their regime survival. Over two billion people still live under authoritarian rule. Moreover, authoritarian regimes around the world command enormous financial and economic resources, rivaling that controlled by advanced democracies. Yet, authoritarian regimes as a whole are facing their greatest challenges in the recent two decades due to rebellions and economic stress. Extended periods of hardship have the potential of introducing instability to regimes because members of the existing ruling coalition suffer welfare losses that force them to consider alternatives, while previously quiescent masses may consider collective uprisings a worthwhile gamble in the face of declining standard of living and possible elite splits. Economic Shocks and Authoritarian Stability hones in on the economic challenges facing authoritarian regimes through a set of comparative case studies, which include Iran, Iraq under Saddam Hussein, Malaysia, Indonesia, Russia, the Eastern bloc countries, China, and Taiwan, authored by the top experts in these countries. Through these comparative case studies, this volume provides readers with the analytical tools for assessing whether the current round of economic shocks will lead to political instability or even regime change among the world's autocracies. This volume identifies the duration of economic shocks, the regime's control over the financial system, and the strength of the ruling party as key variables to explain whether authoritarian regimes would maintain the status quo, adjust their support coalitions, or fall from power after economic shocks.

Volume two contains all countries analysed for the first time in 2021: Belgium (Flanders), Canada, Chile, Denmark, Greece, Hong Kong, Iceland, Italy, and South Korea. To what extent do structures and conduct of leading news media correspond with requirements of contemporary democracies? Based on a root concept of democracy and several empirical indicators, the Media for Democracy Monitor (MDM) delivers a panorama of the news media's performance regarding freedom, equality, and control across several countries. In 2011, the MDM analysed 10 democracies. Ten years later, it covers 18 countries worldwide and pinpoints essential strengths and weaknesses during this decade of digitalisation. Around the globe, news are highly attractive to users, and the journalistic ethos of watchdogs and investigators is paramount. On the downside, journalistic job security eroded over time, and gender gaps both in content and employment patterns remain strikingly excessive in most countries.

Die Globalisierung lässt keine andere Option als eine Weiterentwicklung der Europäischen Integration zu: Es geht nicht mehr um das Ob, sondern um das Wie. Vor dem Hintergrund einer kritischen Analyse der bisherigen Integration in verschiedenen Politikfeldern, vor allem der Finanzpolitik, werden dafür Handlungsstrategien aufgezeigt. Als Zielorientierung für mehr Demokratie in der EU dienen wissenschaftliche Befunde zur Funktionsweise westlicher Demokratien.
