The civil war in Sri Lanka and the part that nationalism seemed to play in it inspired the writing of this book some twenty-three years ago. The argument was developed through a comparative analysis of nationalism in Sri Lanka with the author's native Australia. At the time this constituted an innovative approach to comparison in anthropology, as well as to nationalism and its possibilities. It was not based on differences but on the way in which perspectives from within the two nationalisms, when seen side-by-side, could present an understanding of their implication in producing the violence of war, racism, and social exclusion. The book has lost none of its importance and urgency as proven by the chapters in the Appendix, written by top scholars working in Sri Lanka and in Australia. These contributions bring together new material and critically explore the book's themes and their continued relevance to the various trajectories in nationalist processes since the first publication of the book.

Multinational federations rest on the coexistence of two or more nations within a single polity. Within these federations, minority nations play a significant role as their character differs from the other building blocks of the federation. This edited volume offers a comprehensive comparison of two such minority nations - Quebec in Canada and Wallonia in Belgium - which exemplifies many dimensions, themes and issues highly resonant to the study of federalism and regionalism across the globe. Quebec and Wallonia have experienced several decades of federal dynamics where both regions have had to find their way as a minority nation in a multinational federation. "Fiona Barker examines what happens when the 'new' diversity arising from immigration and the 'old' politics of substate nationalism intersect. Depending on their integration patterns, migrants could become allies of substate nationalists or could instead buttress the statewide majority and undermine substate autonomy claims. Grounded in extensive archival and interview-based research, this comparative study asks how political leaders in Quebec, Flanders and Brussels, and Scotland have responded to immigration, migrant integration and diversity, and what shapes their policy approaches over time. Barker shows that institutional and power configurations of the multilevel state, leaders' perceptions of how immigration impacts on national autonomy goals, and dynamics of competitive nation-building all shape substate responses to immigration and migrants. Barker offers a new dimension to scholarship on immigration by examining policy responses among substate nationalists and in societies already possessing deep diversity. This book offers fresh insights into the complex and various ways in which international frontiers influence cultural identities. The ten anthropological case studies collected here describe specific international borders in Europe, Asia, Africa and North America, and bring out the importance of boundary politics, and the diverse forms that it may take. The frontier itself may be of great symbolic importance; in other cases the symbolism lies rather in the disappearance of the traditional border. A frontier may be above all a barrier against immigration, or the front line between hostile armies. It may reinforce distinctive identities on each side of it, or the frontier may be disputed because it cuts across national identities. Drawing on anthropological perspectives, the book explores how cultural landscapes intersect with political boundaries, and ways in which state power informs cultural identity.

Les "annees 1968" se caracterisent par une forte resurgence des nationalismes minoritaires, des regionalismes protestataires et des aspirations autochtones dans le monde occidental -- de la Bretagne au Quebec en passant par la Catalogne, le Pays de Galles, l'Australie et la Nouvelle-Zelande. Cet ouvrage passe en revue des cas parmi les plus representatifs ainsi que des exemples moins connus, s'attardant à la chronologie, aux causes et aux consequences du renouveau nationaliste de la periode. Cette collection d'essais s'inscrit dans un horizon international et les cas abordes permettent, à partir du particulier, d'eclairer la dynamique globale à l'oeuvre. Plusieurs hypotheses y sont avancees. Les profonds changements socioculturels provoques par les Trente Glorieuses obligent les groupes sociaux et les individus à reinterroger leur environnement des lors qu'ils quittent la reproduction de l'existant. De plus, l'influence interne des luttes decolonisatrices et anti-imperialistes fragilise l'État-nation et offre un nouveau repertoire discursif. Enfin, l'impact cognitif des luttes sociales des annees 1960-1970 autour de la "nouvelle gauche" et de l'esprit contestataire, symbolise par l'annee 1968, prepare la voie à une transformation ideologique sans precedent. Ce livre propose une analyse historiographique des "annees 1968" dans toutes leurs dimensions (politique, socio-economique, culturelle), en même temps qu'une reflexion theorique et sociologique sur la dynamique et la coloration des revendications nationalistes et regionalistes. Multinational Democracies is the first collaborative, multiperspective critical survey of a new and distinctive type of political association that is coming into prominence in the twenty-first century. These are democratic societies that are not only multicultural but also multinational: that is, they comprise two or more nations. Fifteen leading comparative political scientists and political theorists from Europe and North America clarify the complex character and tensions of multinational democracies by reflecting on four exemplars - the United Kingdom, Spain, Belgium and Canada. The work offers a new approach to the study, understanding and governing of multinational societies and, in so doing, of culturally diverse societies more generally. This volume will be of interest to those concerned with diverse societies, nationalism, struggles for recognition, federalism and democratic constitutionalism in conditions of pluralism.
