Has globalization forever undermined the state as the mighty guarantor of public welfare and security? In the 1990s, the prevailing and even hopeful view was that it had. The euphoria did not last long. Today the "return of the state" is increasingly being discussed as a desirable reality. This book is the first to bring together a group of prominent scholars from comparative politics, international relations, and sociology to systematically reassess--through a historical lens that moves beyond the standard focus on the West--state-society relations and state power at the dawn of the twenty-first century. The contributors examine the sources and forms of state power in light of a range of welfare and security needs in order to tell us what states can do today. Ossétie du Sud, Kosovo, Pays basque, Écosse, Flandre : les revendications nationales sont au cœur de l'actualité. Le phénomène n'est pourtant pas récent. Entamé au XIXe siècle, le réveil des nationalités qui a donné lieu à l'émergence d'États-nations au XXe siècle se poursuit encore aujourd'hui, témoignant de la permanence de la nation. Car celle-ci reste une représentation géopolitique essentielle. Elle est en effet un élément de base pour comprendre les rapports entre territoire, population et État, et les évolutions du phénomène étatique. Dans la première partie de cet ouvrage, l'auteur s'interroge sur ce qui fonde l'identité nationale en s'attardant particulièrement sur la langue et le territoire comme mobilisateurs du nationalisme. La deuxième partie, très concrète, envisage le nationalisme aujourd'hui à travers des exemples récents (consécutifs, notamment, à l'éclatement yougoslave) et des processus en cours (Catalogne, Pays basque, Flandre…). Au-delà des stéréotypes de violence et de conflits, nation et nationalisme doivent être envisagés comme un processus dynamique qui mène à l'accomplissement du fait national.
