Abstract

Africa is home to many of the world's fastest-growing economies. This powerful book traces new continental institutions for development and their capacity to affect economic growth, regional integration, and international cooperation in Africa. It also assesses Africa's ability to achieve the Sustainable Development Goals and the African Union's Agenda 2063. As the continent's most ambitious development initiative since independence, the African Union Development Agency (or AUDA, previously known as the New Partnership for Africa's Development or NEPAD) provides an excellent case study for examining how an African-based, continent-wide development institution emerged. Inspired by the ideas of Pan-Africanism and the African Renaissance, NEPAD was created to bring Africa into the globalizing world, to close the gap between developing and developed countries, to enhance economic growth, and to eradicate poverty. Almost two decades after NEPAD's creation and it was given its transformation into AUDA, this brilliant book examines its role in achieving these goals.

Abstract

Transport infrastructure is deemed to be central to development and consumes a large fraction of the development assistance envelope. Yet there is debate about the economic impact of road projects. This paper proposes an approach to assess the differential development impacts of alternative road construction and prioritize various proposals, using Nigeria as a case study. Recognizing that there is no perfect measure of economic well-being, a variety of outcome metrics are used, including crop revenue, livestock revenue, non-agricultural income, the probability of being multi-dimensionally poor, and local gross domestic product for Nigeria. Although the measure of transport is the most accurate possible, it is still endogenous because of the nonrandom placement of road infrastructure. This endogeneity is addressed using a seemingly novel instrumental variable termed the natural path: the time it would take to walk along the most logical route connecting two points without taking into account other, bias-causing economic benefits. Further, the analysis considers the potential endogeneity from nonrandom placement of households and markets through carefully chosen control variables. It finds that reducing transportation costs in Nigeria will increase crop revenue, non-agricultural income, the wealth index, and local gross domestic product. Livestock sales increase as well, although this finding is less robust. The probability of being multi-dimensionally poor will decrease. The results also cast light on income diversification and structural changes that may arise. These findings are robust to relaxing the exclusion restriction. The paper also demonstrates how to prioritize alternative road programs by comparing the expected development impacts of alternative New Partnership for Africa's Development projects.

Abstract

Canada's engagement with post-independence Africa presents a puzzle. Although Canada is recognized for its activism where Africa is concerned, critics have long noted the contradictions that underlie Canadian involvement. Focusing on the period following 2000, and by juxtaposing Jean Chrétien's G8 activism with the Harper government's retreat from continental engagement, David R. Black's Canada and Africa in the New Millennium illustrates a history of consistent inconsistency in Canada's relationship with Africa. Black combines three interpretive frames to account for this record: the tradition of "good international citizenship"; Canada's role as a benign face of Western hegemonic interests in Africa; and Africa's role as the basis for a longstanding narrative concerning Canada's ethical mission in the world. To examine Africa's place in Canada's foreign policy-and Canada's place in Africa-Black focuses on G8 diplomacy, foreign aid, security assistance through peace operations and training, and the increasingly controversial impact of Canadian extractive companies. Offering an integrated account of Canada's role in sub-Saharan Africa, Black provides a way of understanding the nature and resilience of recent shifts in Canadian policy. He underscores how Africa-though marginal to Canadian interests as traditionally conceived-has served as an important marker of Canada's international role.
