This report examines how land is governed in France. It describes the laws, policies and practices that shape spatial and land-use planning in the country as a whole, and provides a detailed assessment of specific governance arrangements and practices in two metropolitan areas: Clermont-Ferrand, a mid-range urban agglomeration in south-central France; and Nantes Saint-Nazaire, the 6th largest urban agglomeration in the country, located in the north-west. These case studies highlight the trends and challenges faced in each region-such as the need to protect fragile environments from growing peri-urbanisation-and the unique approaches that have been adopted to manage land-use issues across a large number of communes. The report offers recommendations on how to strengthen the capacity and effectiveness of the spatial planning system in order to ensure that land is used in an effective and sustainable way.

"Les archives médiévales de Montferrand sont parmi les plus riches du Midi de la France et conservent une série très fournie de comptes en langue d'oc, qui s'échelonnent du milieu du XIIIe siècle à la fin du XIVe siècle. Après avoir édité les registres couvrant les périodes 1259-1373, R. Anthony Lodge achève ici la publication d'une comptabilité consulaire exceptionnelle en éditant le dernier des registres rédigés en occitan d'Auvergne (1378-1385), avant que ces écrits administratifs n'adoptent la langue royale. Ce volume est, de ce point de vue, capital pour comprendre les conditions de ce basculement idiomatique. La portée de cet ouvrage est double : il ouvre, dans la lignée des tomes précédents, des aperçus historiques indispensables à la compréhension de la vie et de la fiscalité urbaine au bas Moyen Âge et constitue par ailleurs une source de l'histoire de la langue occitane, tant pour sa variation que pour l'étude des contacts entre français et occitan.
