BIOGRAPHY: HISTORICAL, POLITICAL & MILITARY. Yolande Duvernay, the star of this tale, was born in poverty in Paris in 1812. Under the control of her stage mother, she became a celebrated ballerina - a star of the Paris Opera - becoming the favourite dancer of Princess Victoria. She was praised for her grace, her beauty and her provocative style on stage, known as the 'fair brimstone' by William Makepeace Thackeray. There was a darker side to her success, however, as she became the mistress of powerful men, eventually being sold by her mother to Stephens Lyne Stephens, son and heir of the richest commoner in England, for almost a million pounds in today's values. A few years later, Yolande caused a huge scandal when she manipulated Stephens into marriage. When Stephens died in 1860, he left his widow a life interest in the entire Lyne Stephens fortune - one of the largest fortunes in England.

L'existence de la Banque de France résulte d'un compromis entre les grands banquiers de Paris et le gouvernement. En tant qu'institution, elle réalise ce que les deux parties ne peuvent faire séparément: offrir en continu un titre de paiement stable accepté par la communauté financière et le Trésor. C'est le fondement de son autonomie. Le privilège d'émission lui offre une délégation de pouvoir: la Banque fonctionne comme producteur et administrateur monétaire. Sa politique s'inscrit dans la norme de l'interventionnisme limité, alors que son emprise est avérée. Elle impose des règles et des références. Sa conception du billet, instrument de crédit et non certificat d'or, améliore sa marge de manoeuvre, ce qui explique ses innovations à effet durable. Les crises financières ne sont pas traitées comme actuellement. La Banque applique un rationnement du crédit, tout en offrant rapidement des prêts exceptionnels de sauvetage: l'État n'intervient pas.
