The U.S. Army uses a variety of resources and tools to achieve its recruiting mission each year. In this report, the authors present results from an updated version of RAND Corporation's Recruiting Resource Model (RRM), a multipart statistical model that explores how trade-offs between key recruiting resources (bonuses, advertising, and recruiters) affect the Army's ability to achieve recruiting goals and the cost of doing so. They use the RRM to analyze the mix and level of resources required to meet the recruiting mission under alternative recruiting environments and recruit eligibility policies. The RRM was updated to include more recent data to analyze the relationship between resource inputs and recruiting outcomes while incorporating the use of digital advertising, which has become an increasingly important recruiting resource in recent years. Consistent with previous iterations of the model, the results indicate that television advertising and, to a lesser extent, recruiters have positive associations with contract production and that these inputs are relatively more cost-effective than bonuses. This research can help inform how the Army might move resources in a variety of recruiting environments. Making marginal changes along these lines in a purposeful manner over time—either broadly or at a more local level (as might be done in an experimental setting)—would be an appropriate first step in implementing the recommendations that arose from this research.

The authors developed an Army Enlistment Options Optimizer approach that creates bundles of bonus and non-bonus enlistment incentives, often paired with smaller, supplemental bonuses. If implemented, potential recruits would choose the bundle they most value from those available according to job type, term length, recruit characteristics, and recruiting environment. This gives recruits greater agency in choosing their enlistment options, potentially increasing satisfaction and enlistments. At the same time, the recruit cohorts would have the characteristics desired by the Army and the Army would benefit from cost savings resulting from reduced bonus expenditures. The authors summarize the principal features of a model of military compensation developed by the authors earlier and use it to analyze the effects of converting the current military retirement system to an alternative system patterned after the Federal Employees Retirement System. The three parts of the alternative system are a retirement plan similar to that for civil service employees, a 7 percent across-the-board pay increase to counteract mandatory contributions under the new plan, and a set of retention bonuses targeted to address any retention problems. Because the alternative system may not create the services' desired seniority profiles, a larger set of pay raises, retention bonuses, and/or separation payments would be added. In addition, the authors recommend that pay raises be skewed--be higher in the higher ranks. The authors consider the implications of this proposal in terms of the effects on cost, force size and structure, productivity, and force management flexibility.

In 'Governing the Dead', Linh D. Vu explains how the Chinese Nationalist regime consolidated control by honoring its millions of war dead, allowing China to emerge rapidly from the wreckage of the first half of the twentieth century to become a powerful state, supported by strong nationalistic sentiment and institutional infrastructure. The fall of the empire, internecine conflicts, foreign invasion, and war-related disasters claimed twenty to thirty million Chinese lives. Vu draws on government records, newspapers, and petition letters from mourning families to analyze how the Nationalist regime's commemoration of the dead and compensation of the bereaved actually fortified its central authority. By enshrining the victims of violence as national ancestors, the Republic of China connected citizenship to the idea of the nation, promoting loyalty to the 'imagined community.'
