Abstract

Migration remains one of the key processes of social change and development : it results from decisions brought about by a number of social circumstances, and various consequences follow from relocation in a different social milieu. Reviewing the process from a number of perspectives and models, Professor Jackson considers migration both as the product of rational individual decisions and of strong social determinants. Particular attention is given to labour-market issues and to the role of the State in developing migrant policy. The analysis of such policy in post-war Britain is used to highlight the contradictory objectives that arise from confusing race and population issues. Examples are also drawn from France, Italy, Germany, Ireland, Australia and the USA to demonstrate the characteristics of internal and external migration, urbanization, the formation of ethnic communities, return migration, the problems of migrant identity and the extent to which migration is a universal dynamic of social change. The author concludes by taking an overall view of the impact of migration on the social structure and its challenge to the "settled" communities.
