La Chine de Xi Jinping se présente sur la scène internationale comme un modèle de modernisation alternatif à celui du monde occidental. Pourtant, une grande partie de la bureaucratie chinoise se forme depuis le début du siècle à l'aide de méthodes pédagogiques et de contenus d'inspiration américaine, sous l'égide d'enseignants revenus de l'étranger.
