Die Corona-Pandemie hat die Frage nach dem staatlichen Auftrag zur Prävention von Krankheiten und zur Förderung der Gesundheit der Bevölkerung stark in den Vordergrund gerückt. Ob der Staat "zu viel" oder "zu wenig" unternimmt, kann aber auch in anderen Fällen diskutiert werden, beispielsweise bei der Regulierung der Ernährung und anderen "Lebensstilrisiken" wie dem Tabakkonsum. Da das individuelle Verhalten aber nicht immer eigenverantwortlich gewählt, sondern auch von den umgebenden Strukturen geprägt wird, kann man die Frage nach der Verantwortung des Staates noch ausdehnen, etwa für das gesunde Aufwachsen von Kindern. Ausgehend von den Erkenntnissen der Public-Health-Forschung analysiert Andrea Kießling zunächst die verfassungsrechtlichen Rahmenbedingungen für das staatliche Tätigwerden und vertieft anschließend ihre Untersuchung anhand von drei Referenzgesundheitsrisiken. Auf diese Weise leistet sie einen grundlegenden Beitrag zur Systematisierung des Rechts der öffentlichen Gesundheit.

This book examines the evidence for the theory that there are fundamental differences between American and European public attitudes about the acceptability of military force. The authors show that Americans and Europeans share similar attitudes on international affairs but do indeed differ considerably on the issue of military force. This became evident in a number of recent cases of international conflict and military interventions, such as the war over Kosovo just before the millennium, as well as the military actions in the fight against international terrorism in Afghanistan and Iraq. Using new data the authors chart and explain these attitudes and their determinants. The book takes a deliberately comparative and transatlantic perspective in exploring the sources of these differences and in discussing the political implications of the transatlantic gap on the use of force, as well as in its assessment of the conditions under which it could be bridged or might be aggravated.

In Unity in Connectivity? Evolving Human Rights Mechanisms in the ASEAN Region , Vitit Muntarbhorn discusses developments concerning the growth of human rights institutions and processes in the regional space known as the Association of Southeast Asian Nations (ASEAN). Several countries have now set up national human rights commissions. At the regional level, the ASEAN Intergovernmental Commission on Human Rights was established recently. This is complemented by a sectoral body dealing with women’s and children’s rights, and another body dealing with migrant workers. Vitit Muntarbhorn analyses these developments from the angle of key challenges facing the region, the need for more checks and balances, and prospects for more effective protection of human rights.
