With this book we present a selection of articles that critically deal with (internationally comparative) large-scale assessments. We acknowledge that studies such as PIAAC are often designed, financed and implemented on the basis of neo-liberal worldviews. Nevertheless, we would like to use the articles that are presented here to show the various ways in which adult and continuing education can benefit and learn from the knowledge that they generate. In PIAAC, for example, there are huge differences between the surveyed variables and the theoretical frameworks on literacies and literacy practices that the New Literacy Studies (NLS) have brought out. This book features eleven articles, which - with the NLS's theoretical considerations and points of criticism in mind - find new and alternative evaluations and interpretations of the data. Not only can they show effects of marginalization on a large scale, but the data can also provide information about mechanisms of power in relation to literacy and basic competencies.

Leitend ist für die International Civic and Citizenship Education Study 2016 (ICCS 2016) die Frage, inwieweit Jugendliche in der Schule auf ihre Rolle als Bürger*innen in Demokratien vorbereitet werden. Im Jahr 2016 hat Nordrhein-Westfalen als eines von 24 Schulsystemen in Europa, Asien und Lateinamerika an ICCS 2016 teilgenommen. Damit liegen erstmals seit 1999 international vergleichende Erkenntnisse über die Situation der politischen und zivilgesellschaftlichen Bildung für ein deutsches Bundesland vor. Der nationale Bericht zu ICCS 2016 stellt folgende Fragen in den Mittelpunkt: - Über welche Kompetenzen zur Analyse des politischen Geschehens verfügen Schüler*innen im internationalen Vergleich? - Welche für Bürgerschaft relevanten Einstellungen, Identitäten und Partizipationsabsichten zeigen 14-Jährige? - Welche Voraussetzungen sind innerhalb und außerhalb der Schule für zivilgesellschaftliche und politische Bildung bedeutsam? Zu diesen Fragen werden Ergebnisse vor dem Hintergrund der bisherigen Forschung und Theoriebildung diskutiert und in den internationalen Vergleich eingeordnet. Die Studie bietet für Studierende, pädagogische Fachkräfte, Verantwortliche im Bildungssystem und Wissenschaftler*innen eine Gelegenheit, ihre Vorstellungen über politisches Wissen, Identitäten, Einstellungen, Partizipationsbereitschaft und Zukunftserwartungen künftiger Bürger*innen zu reflektieren. Durch eine Bestandsaufnahme des politischen Mindsets von 14-Jährigen im internationalen Vergleich schafft ICCS 2016 eine empirische Basis für die weitere Entwicklung der politischen und zivilgesellschaftlichen Bildung in den beteiligten Ländern. Der vorliegende Band zum politischen Mindset von 14-Jährigen ist eine wertvolle, wissenschaftlich sehr gute empirische Quelle für Informationen rund um die politische Bildung von Jugendlichen im europäischen Vergleich. Die präsentierten Auswertungen bieten viele Einblicke in das Denken und reportierte Handeln von Schülerinnen und Schülern. Die Autorinnen und Autoren interpretieren ihre Befunde sorgfältig und bieten Schlussfolgerungen und Lösungen für einzelne Probleme ebenso an wie weitere Forschungsperspektiven. Diese zeigen auch, dass die Auswertung des vorliegenden Datenschatzes erst am Anfang steht, wie einzelne Autoren auch herausarbeiten. This open access thematic report identifies factors and conditions that can help schools and education systems promote tolerance in a globalized world. The IEA’s International Civic and Citizenship Study (ICCS) is a comparative research program designed to investigate the ways in which young people are prepared to undertake their roles as citizens, and provides a wealth of data permitting not only comparison between countries but also comparisons between schools within countries, and students within countries. Advanced analytical methods provide insights into relationships between students’ attitudes towards cultural diversity and the characteristics of the students themselves, their families, their teachers and school principals. The rich diversity of educational and cultural contexts in the 38 countries who participated in ICCS 2009 are also acknowledged and addressed. Readers interested in civic education and adolescents’ attitudes towards cultural diversity will find the theoretical perspectives explored engaging. For readers interested in methodology, the advanced analytical methods employed present textbook examples of how to address cross-cultural comparability of measurement instruments and multilevel data structures in international large-scale assessments (ILSA). This book describes the extensive contributions made toward the advancement of human assessment by scientists from one of the world’s leading research institutions, Educational Testing Service. The book’s four major sections detail research and development in measurement and statistics, education policy analysis and evaluation, scientific psychology, and validity. Many of the developments presented have become de-facto standards in educational and psychological measurement, including in item response theory (IRT), linking and equating, differential item functioning (DIF), and educational surveys like the National Assessment of Educational Progress (NAEP), the Programme of international Student Assessment (PISA), the Progress of International Reading Literacy Study (PIRLS) and the Trends in Mathematics and Science Study (TIMSS). In addition to its comprehensive coverage of contributions to the theory and methodology of educational and psychological measurement and statistics, the book gives significant attention to ETS work in cognitive, personality, developmental, and social psychology, and to education policy analysis and program evaluation. This Open Access book presents an international group of scholars seeking to understand how youth from different cultures relate to modern multidimensional concepts of citizenship, and the roles that education and society have in shaping the views of the world’s future citizens. The book also explores how different aspects of citizenship, such as attitudes towards diverse population groups and concerns for social issues, relate to classical definitions of norm-based citizenship from the political sciences. Authors from Asia, Europe, and Latin America provide a series of in-depth investigations into how concepts of “good citizenship” are shaped in different regions of the globe, using the rich comparative data from the IEA’s International Civic and Citizenship Study (ICCS) 2016. In twelve chapters, the authors review the concept of “good citizenship”; how citizenship norms adherence is configured into profiles across countries; and what country, school, and background factors are related to how students adhere to citizenship norms. Recognizing contingent social and political situations in specific regions of the world, the present books offer six chapters where authors apply their expertise to offer locally relevant and pertinent observations on how young people from diverse cultures understand and relate to different dimensions of citizenship in countries of Asia, Europe, and Latin America.
