Abstract

Portée par les intellectuels canadiens-français au tournant du xxe siècle, l’idée de dualité nationale a été débattue au fil des ans. Elle a nourri les rêves d’un Canada français pouvant s’épanouir d’un océan à l’autre et a été brandie par les communautés francophones vivant en milieu minoritaire pour justifier leurs droits. Elle a aussi été niée et critiquée par certains, désireux de créer un Canada one nation ou jugeant qu’elle était trop limitée, en négligeant les voix et en excluant la représentation des Premiers Peuples. Cet ouvrage revisite l’idée de dualité autant dans les débats intellectuels que dans ses représentations institutionnelles. Il permet de mieux comprendre ses manifestations sur les scènes politiques et juridiques. Il s’intéresse également à ses dimensions sociales et culturelles ainsi qu’à son évolution historique et à la trajectoire de certaines figures clés qui s’en sont fait les porte-étendards. De l’Acadie à l’Ouest canadien, en passant par le Québec et l’Ontario, les contributions permettent de mieux saisir les moments forts de cette notion. Une large place est réservée aux critiques et aux limites de la dualité, provenant notamment des nations autochtones. Dans un pays diversifié, où plusieurs tendent aujourd’hui à imaginer la dualité sous l’angle du rapport Québec-Canada ou de la valeur marchande que représente la capacité de s’exprimer dans les deux langues officielles du pays, l’ouvrage aborde aussi une question plus fondamentale: que reste-t-il de la dualité au xxie siècle et, surtout, quel Canada peut-on imaginer pour l’avenir?

Abstract

Hayday shows how the language programs and policies initiated by the Trudeau government supported French-Canadian and Acadian minority communities, enabling them to develop minority language education systems and laying the groundwork for the minority language education rights contained in section 23 of the Canadian Charter of Rights and Freedoms. He examines how the dynamics of Canadian federalism shaped the implementation and development of language policy in six Canadian provinces and shows how advocates of these programs - politicians, bureaucrats, parents, lobbyists, and teachers - worked to ensure their success. These dynamic programs not only guaranteed minority language education rights but dramatically increased access to French second language instruction, particularly through the innovative new sector of French immersion.
