Services – from information technology to research to finance – are now as subject to international trade as goods have been for decades. What are the labor market consequences of the recent surge in services offshoring? While offshoring has traditionally been found to affect only less-skilled workers in industrialized countries, this study finds that services offshoring also has negative consequences for high-skilled workers. Focusing on the case of Germany, Deborah Winkler shows how services offshoring has grown, who is most affected and what policy makers can do. Winkler measures the impact of services offshoring on German productivity, employment, and employment structure. She provides a well-balanced synthesis of theoretical insights, detailed empirical analysis, and economic policy recommendations. Although her main focus is on the case of Germany, many insights are also applicable to other developed countries.

In 2003–05, Germany undertook extensive labor market reforms which were followed by a large and persistent decline in unemployment. Key elements of the reforms were a drastic cut in benefits for the long-term unemployed and tighter job search and acceptance obligations. Using a large confidential data set from the German social security administration, we find that the reforms were associated with a fall in the earnings of workers returning to work from short-term unemployment relative to workers in long-term employment of about 10 percent. We interpret this as evidence that the reforms strengthened incentives to return to work but, in doing so, they adversely affected post re-entry earnings.

With labour markets across the world and even in social democratic Europe in a state of unprecedented flux, the problem of how to balance job-market demands, personal career interests and private life becomes a central issue for millions of employees. So how do modern work and employment arrangements restructure individual careers and what is required of individuals in order to manage career transitions successfully over time? This is one of very few in-depth empirical studies to analyse how labour-market trends, organizational change and the subjective work orientations of individuals interact. The author’s detailed assessment is based on a comparison of the structural contexts, work orientations and employment histories of nurses and ICT technicians in Germany and the UK. These two core service occupations, as well as the national contexts of the two European nations, have quite different working environments and vocational traditions. Nursing is an institutionalized semi-profession with clear criteria of qualification and career continuity, while information and communication technology (ICT) is a new, evolving field with workers from varied skill backgrounds and high job mobility. To arrive at an understanding of how individual career trajectories are changing, this book closely examines the interplay of labour-market demands, employees’ work and career orientations and the development of their skills. It records the ways in which employees adapt to increased labour-market flexibility, which, on the one hand, induces discontinuities of careers, employment and work, and on the other, generates new skill requirements and learning expectations, as well as unforeseen opportunities.

This collection of research papers explores some of the salient issues relating to the impact of demographic change on the workings and outcomes of labour markets. A first chapter studies the direct impact of ageing on employment and unemployment. However, the age structure of the workforce also shapes productivity and the scope for innovation, issues which are taken up in turn. Furthermore, it is often argued that a decline in the size of the workforce may be offset by an increase in the workers’ skills and knowledge. The impact of demographic developments such as ageing and migration on the accumulation and transfer of human capital is, therefore, studied by a further set of contributions. The volume is rounded off with analyses relating to the supply of labour by women and by older workers. The authors ask, for instance, whether (female) labour migration as well as changes in retirement patterns and policies may counterbalance the expected workforce shrinking.

This book offers a comprehensive empirical analysis of educational inequalities and their consequences on individual labour market outcomes for men and women in France and Germany, two countries with different education systems. Using microdata of either country, the analyses mainly rely on econometric methods. After a detailed comparison of the French and the German education systems, the social determinants of school and post-school attainment are analysed. Then, the extent to which education reduces the unemployment risk is examined, distinguishing between risk of entering unemployment, unemployment duration and recurrence of unemployment episodes. Finally, evidence is given on the impact of education on individual earnings prospects.
