The juvenile detention center Aarburg, founded in 1893, adhered superficially to an objective of separating juvenile offenders from adult offenders. From the beginning, however, roughly half of the inmates were institutionalized there in order to provide them with administrative maintenance. Power struggles soon after the institution opened, accusations of maltreatment and the suicide of two youths in the First World War era, the widely publicized critique of 1936 and the finally the “Heimkampagne” of 1970 are the focuses of this book. Source-based case studies sketch a nuanced picture of the daily life of the Aarburg institution across diverse decades, and the imponderability of interpersonal relations within the permanent emergency condition of a “total” institution. The author also devotes attention to the effects of sexual repression on the young inmates, which was not mentioned or addressed in official reports, making all the more striking, examples of this found within the archival sources analyzed here for the first time. The book offers insights into the quotidian experience of the inmates across the 20th century and also demonstrates the evolution of child-rearing techniques used on male juveniles.

La présente étude analyse le point de vue subjectif des jeunes placés en institutions pour tenter de comprendre le sens qu’attribue les jeunes à leur prise en charge. Récolter le point de vue subjectif des jeunes devrait permettre de mieux comprendre leurs réactions ainsi que l’impact des interventions sur leur délinquance. L'analyse se porte essentiellement sur des jeunes âgés de 12 à 18 ans placés en Institutions Publiques de Protection de la Jeunesse (IPPJ) en régime ouvert/fermé et en services d'accueil spécialisés (SRS). Une comparaison de ces différentes prises en charge est également effectuée. Cela afin de déterminer si une institution a plus d’impact qu’une autre.

Apparue dans les années 60, la prestation (éducative et) d’intérêt général est une mesure à la frontière entre la sanction, le traitement et la réparation, pouvant être prise par le Juge ou le Tribunal de la jeunesse à l’égard de mineurs ayant commis un fait qualifié infraction, et organisée par les Services d’Actions Restauratrices et Éducatives (SARE). Cette recherche, à caractère exploratoire, a pour but d’étudier la pratique des intervenants de ces services, leur perception de cette mesure et leur ressenti quant à celle-ci. Pour ce faire, dix-huit professionnels issus de neuf SARE implantés en Wallonie ont été interrogés dans le cadre d’entretiens semi-structurés. Les résultats font apparaître que les intervenants mettent l’accent majoritairement sur son aspect éducatif et plus minoritairement sur ses objectifs restaurateurs. L’aspect sanction n’est clairement pas mis en avant. Le jeune est placé au centre de cette mesure et son contenu précis est adapté en fonction de sa personnalité, ses envies, ses compétences, ses difficultés, ses besoins... En cela, la prestation (éducative et) d’intérêt général apparaît comme une mesure s’adaptant bien au contexte de l’adolescence et apte à stimuler la motivation du jeune pour le rendre acteur de cette intervention qui lui est à la base imposée. Introduced in the 1960s, the community service for juvenile offenders is a measure at the border of the sanction, the treatment and the reparation that can be ordered by the Juvenile Judge or the Juvenile Court to youngsters who commit an act “referred to as offence” and organized by Restorative and Educational Actions Services (SARE). This exploratory research has for aim to study the practice of the psychosocial workers of those services, their perception of this measure and their feeling concerning this one. For this purpose, eighteen professionals from nine SARE in Wallonia have been interviewed in semi-structured interviews. The results show that the psychosocial workers, in their majority, stress its educational side and to a lesser extent its restorative objectives. The sanction side is clearly not put forward. The youngster is at the center of this measure and its precise content is adapted according to his personality, his desires, his skills, his difficulties, his needs... As such, the community service for juvenile offenders appears to be a measure that adapts well to the context of adolescence and is able to stimulate the motivation of the youngster to make him an actor of this intervention that has been initially imposed to him.

In Everyday Desistance, Laura Abrams and Diane J. Terry examine the lives of young people who spent considerable time in and out of correctional institutions as adolescents. These formerly incarcerated youth often struggle with the onset of adult responsibilities at a much earlier age than their more privileged counterparts.
