This 2004 Article IV Consultation highlights that economic developments in the Union of the Comoros during 2003 were adversely affected by the difficult relationship between the Union and island governments. The related disputes regarding competencies and resources prevented the design and implementation of coherent economic policies, brought to a virtual standstill structural reforms, and undermined confidence at home and abroad, with adverse consequences for private investment and foreign aid. As a result, the Comoros real per capita income declined for the sixth year in a row.

This paper presents a Joint Staff Advisory Note on the Union of the Comoros’s Interim Poverty Reduction Strategy Paper (I-PRSP). The I-PRSP’s macroeconomic framework is broadly in line with the government’s objectives of improving opportunities and living conditions for the poor. It envisages higher real GDP growth, continued low inflation, higher social spending, and an ambitious medium-term public investment program. The full PRSP could develop the medium-term macroeconomic framework more fully, including by developing alternative scenarios for GDP growth and underlying sectoral performance.

This paper on the Third Staff Review and Extension of the Staff-Monitored Program for the Union of the Comoros reports that important structural reforms have been implemented in the fiscal area, but progress is slow in other areas and institutional capacity remained low. The authorities’ macroeconomic program for 2006 focuses on securing the budgeted primary surplus of about 1 percent of GDP and avoiding new expenditure arrears. Tensions between the union and island governments have risen partly owing to a perceived weakening of coordination on fiscal policy.

This paper on the Second Review Under the Staff-Monitored Program for the Union of the Comoros reports that the external current account is expected to worsen with the sharp deterioration of the trade deficit. General economic conditions have remained lackluster in 2005, hampered by the sharp deterioration in terms of trade, as vanilla prices have remained depressed and oil import costs have more than doubled. Monetary policy has remained prudent and inflation subdued.

In June 2010, the International Development Association (IDA) and the IMF agreed that Comoros had met the requirements for reaching the decision point under the Enhanced Heavily Indebted Poor Countries (HIPC) Initiative. As a result of the debt reconciliation exercise for the completion point, the present value of eligible external debt at end-2009 has been revised upward. Full delivery of HIPC assistance together with additional bilateral assistance beyond HIPC and Multilateral Debt Relief Initiative (MDRI) debt relief at the completion point would reduce Comoros’ external debt burden significantly.

Economic conditions in Comoros have yet to recover from the effects of persistent political instability and the recent global crises. Comoros’s overall reform performance in the last two years constitutes encouraging first steps. Performance under the 2008/09 Emergency Post-Conflict Assistance (EPCA)- and Extended Credit Facility (ECF)-supported programs has been broadly satisfactory. The government’s medium-term reform program, anchored in the Poverty Reduction Strategy Paper (PRSP), aims to invigorate economic growth and improve living conditions within a stable macroeconomic environment. Monetary and exchange rate developments will continue to be governed by the exchange rate peg under the Franc Zone arrangement.

Despite offering a more realistic macroeconomic outlook than the I-Poverty Reduction Strategy Paper (PRSP), the baseline scenario under the full Poverty Reduction and Growth Strategy Paper (PRGSP) is overly optimistic. The authorities estimate the cost of the five-year strategy at US$1.4 billion, nearly all to be funded with assistance from donors. The PRGSP rightly notes the adverse impact of real exchange rate appreciation on external viability. The PRGSP identifies three main sectors—agriculture, fisheries, and tourism—that have the potential to generate sustained economic growth. Comoros’s development goals and reform agenda under the full PRGSP are ambitious.
