Abstract

Der Systemwechsel in Polen, dem zweitwichtigsten Land des Warschauer Paktes, gilt aufgrund seines friedlichen Verlaufs als Vorbild für eine gelungene Revolution. Vor dem Hintergrund der neuesten Entwicklungen auf dem Gebiet der ehemaligen Sowjetunion fragt Agnieszka Zagan´czyk-Neufeld nach den tieferen Ursachen für diesen glücklichen Ausgang.Die Autorin untersucht den politischen Diskurs und fragt nach dem Bezug zu den konkreten Handlungen, durch die in Polen ein weitgehend gewaltloser Wandel möglich wurde. Sie hinterfragt die etablierte Meistererzählung vom Zusammenbruch des Kommunismus aus reiner Systemschwäche und entdeckt folgenschwere Veränderungen im Denken über das Politische schon in den späten 1970er Jahren. Sie analysiert die Rolle der Intellektuellen, die Bedeutung der Untergrundpresse und die tatsächliche Bedeutung der Kirche für die Vorgänge. Auch die politische Strategie, mit der Ministerpräsident Jaruzelski während des Kriegsrechts den Machterhalt nach innen sichern, mit der Opposition im Dialog bleiben und gleichzeitig eine militärische Intervention der Nachbarstaaten vermeiden wollte, wird durchleuchtet. In ihre fundierte Analyse bezieht Agnieszka Zagan´czyk-Neufeld Konzepte von Reinhart Koselleck, Ernesto Laclau, Chantal Mouffe und Carl Schmitt ein - und leistet damit einen beeindruckenden Beitrag zur Neuen Politikgeschichte.

Abstract

Germany Divided remains one of the most thought-provoking and comprehensive interpretations of the forty-year relationship between East and West Germany and of the problems of contemporary German unity. In this politically controversial and analytically sophisticated account, A. James McAdams dissects the complex process by which East and West German leaders moved over the years from first pursuing the ideal of German unity, to accepting what they believed to be the inescapable reality of division, and then, finally, to meeting the challenges of an unanticipated reunification. This new edition contains an epilogue in which McAdams considers some of the political and economic problems faced by eastern and western Germans as they entered their fourth year of living together.

Abstract

Why did the Soviet Union squander the political leverage afforded by its trade subsidy to Eastern Europe? Why did Soviet officials fail to bargain with resolve, to link subsidies to salient political issues, to make credible commitments, and to monitor the satellites' policies? Using an unprecedented array of formerly secret documents housed in archives in Moscow, Warsaw, and Prague, as well as interviews with former Communist officials across Eastern Europe, Randall Stone answers these questions and others that have long vexed Western political scientists. Stone argues that trade politics revolved around the incentives created by distorted prices. The East European satellites profited by trading on the margin between prices on the Western market and those in the Soviet bloc. The Soviet Union made numerous attempts to reduce its implicit trade subsidy and increase the efficiency of the bloc, but the satellites managed consistently to outmaneuver Soviet negotiators. Stone demonstrates how the East Europeans artfully resisted Soviet objectives. Stone draws upon recent developments in bargaining and principal-agent theory, arguing that the incentives created by domestic institutions weakened Soviet bargaining strategies. In effect, he suggests, perverse incentive structures in the Soviet economy were exported into Soviet foreign policy. Furthermore, Stone argues, incentives to smother information were so deeply entrenched that they frustrated numerous attempts to reform Soviet institutions.
