À peu près passée sous silence en Occident, le Japon connaît pourtant une longue tradition de personnalités engagées, capables de jeter sur leur société un regard aigu, souvent pertinent, et même parfois assez radical. Sont réunis ici des textes publiés avant guerre par des journalistes, des universitaires ou des militants qui critiquent les orientations prises par leur propre gouvernement dans les colonies de l'Empire du Grand Japon, et qui s’inscrivent dans une tradition de résistance aux discours convenus de l’État, dans un contexte parfois difficile, face à la censure, à la pression sociale, au conformisme du temps. À l’heure où les tensions en Extrême-Orient autour de la mémoire de la colonisation japonaise et de la guerre font l’actualité, il n’est pas inutile de redonner la parole à ceux qui, autrefois au Japon, eurent le courage de s’opposer et de dire non aux orientations politiques de l’État impérial.

De 1866 à 1880 et même un peu au-delà la France a envoyé au Japon des missions militaires pour apporter son aide à la création d'une armée moderne. Face aux menaces des puissances étrangères occidentales qui ont obtenu l'ouverture du pays, les pouvoirs politiques, d'abord le bakufu puis le gouvernement de la restauration, ont à marche forcée tenté d'égaler les techniques industrielles et la force militaire de leurs nouveaux interlocuteurs. C'est dans ces circonstances que les membres des missions militaires ont participé à l'entraînement de l'armée. Louis Kreitmann était l'un d'eux et, par chance, les carnets qu'il a tenus et les nombreuses lettres envoyées à sa famille de 1876 à 1878 ont été conservés. Grâce au patient travail de son petit-fils Pierre Kreitman et des éditeurs de ce volume, ces textes peuvent être présentés ici accompagnés de notes, plans, photographies, ainsi que d'articles divers et d'autres documents du fonds maintenant déposé à l'Institut des hautes études japonaises du Collège de France. Louis Kreitman durant son séjour au Japon a enseigné la topographie et la fortification, mais il a aussi voyagé dans diverses régions. Carnets et lettres n'ont pas été écrits en vue d'une publication : ils nous transmettent une vision pleine de vie et de spontanéité des diverses composantes de la société japonaise à un moment crucial de son histoire.

In this book social scientists scrutinize the middle decades of the nineteenth century in Japan. That scrutiny is important and overdue, for the period from the 1850s to the 1880s has usually been treated in terms of politics and foreign relations. Yet those decades were also of pivotal importance in Japan's institutional modernization. As the Japanese entered the world order, they experienced a massive introduction of Western-style organizations. Sweeping reforms, without the class violence or the Utopian appeal of revolution, created the foundation for a modern society.
