Why would Georgia attack South Ossetia in August 2008, with Russian forces conducting exercises nearby? This remains a puzzle to analysts—on a not inconsiderable list of foreign policy puzzles. Hans Mouritzen and Anders Wivel use the example of the Russo-Georgian war to illustrate and evaluate their original model for explaining foreign policy behavior. The authors apply the model to the actions of forty countries in relation to the 2008 war. Uniquely linking system, interstate, and intrastate levels of explanation, and benefiting from the WikiLeaks revelations, they offer an important new tool for foreign policy analysis.

En s'appuyant sur une réinterprétation philosophique et politique des approches réalistes des relations internationales, souvent mal connues et parfois caricaturées en France, Limiter la guerre tente d'éclairer les rapports complexes qui régissent l'interaction entre adversaires. À rebours du discours dominant des sciences sociales, cet essai réarticule la nature sociale et la fonction politique de l'affrontement militaire, afin de mieux en maîtriser les possibilités de limitation et les effets concrets dans la vie des peuples. En mêlant chapitres théoriques et cas d'études consacrés aux guerres les plus récentes, de l'Afghanistan à l'Ukraine, l'auteur propose une redéfinition de la dialectique guerrière, dans une perspective interactionnelle ressourcée à la lecture croisée d'Aristote, de Clausewitz et de Georg Simmel.
