This 2010 Progress Report on the Poverty Reduction Strategy Paper (PRSP) focuses on the poverty condition in Mali. The incidence of poverty in Mali fell from 55.6 percent in 2001 to 43.6 percent in 2010. Over the past decade, poverty has fallen in rural areas, in Bamako, and in other urban areas. However, it increased in Bamako and in other urban areas between 2006 and 2010. The government has reaffirmed its commitment to accelerate economic growth, to make Mali an agricultural power by 2015, and to combat poverty effectively.

Mali’s 2008 Article IV Consultation and request for a Three-Year Arrangement Under the Poverty Reduction and Growth Facility are discussed. Mali’s economy has doubled in size since the democratic transition of the early 1990s. Sound macroeconomic management has produced growth averaging almost 5 percent, and raised the tax ratio from less than 10 percent of GDP to about 16 percent. Agriculture, the mainstay of the economy, has been buffeted by recurrent droughts, floods, locust infestation, and diseases.

On the basis of the authorities’ record and actions, IMF staff supports the authorities’ request for waivers of two structural performance criteria and one quantitative performance criterion and completion of the sixth review. The authorities completed most of their ambitious structural reform agenda for the sixth poverty reduction growth facility (PRGF) review, albeit with some delays. To enhance the efficiency and soundness of the financial sector and boost growth, the authorities completed a new financial sector development strategy in October, in cooperation with the IMF and the World Bank.

This paper presents Mali’s First Review under the Poverty Reduction and Growth Facility, and requests for Waiver of Nonobservance of Performance Criteria. The food and fuel price shocks have begun to moderate, partly because of the authorities' supply-side measures and declining oil prices. New risks are emerging from the global credit crisis and its spillover effects onto global growth, commodity markets, and exchange rates. The authorities need to be vigilant on the fiscal front because policies have relaxed owing to external food and fuel price shocks and higher-than-expected nondebt financing.

This paper discusses Mali’s Third Review Under the Extended Credit Facility Arrangement, Request for Waiver of Performance Criteria (PCs), and Request for Modification of PCs. Program performance was mixed at end-December 2014 but improved during the first quarter of 2015. In spite of the implementation of measures to strengthen public financial management during the last quarter of 2014, the PCs for end-2014 relating to gross tax revenue and bank and market financing of the government were not met owing to administrative weaknesses at the customs administration and a conflict with importers. The IMF staff recommends concluding the third program review, supports the waivers requested by the authorities, and modification of PCs.

This paper reviews Mali’s 2012–2017 Poverty Reduction and Growth Strategy Paper. Mali’s GDP was CFAF 1,741.89 billion in 2012; real growth was ?1.2 percent, that is, excluding inflation (2.7 percent in 2011). The decline of 3.9 points in growth between 2011 and 2012 was finally stemmed, despite the major shocks that Mali had to face in 2012. The dual security and institutional shock had a negative impact on the entire economy, and more particularly on certain subsectors such as construction and public works, the hotel industry, and commerce. The GDP growth rate was ?1.2 percent in 2012, compared with 2.7 percent in 2011.

This paper discusses Mali’s First and Second Reviews Under the Extended Credit Facility Arrangement, Request for Waiver of Performance Criteria (PC), and Request for Modification of PC. Economic recovery is under way but remains fragile. The buildup of the large-scale donor support has been hampered by serious lapses in public financial management (PFM), which raised governance concerns. With remedial measures now in place to address the PFM weaknesses, the program remains on track. The authorities are requesting waivers for PC on: tax revenue and nonconcessional borrowing. The IMF staff recommends conclusion of the first and second program reviews.
