A critical question surrounding the withdrawal of U.S. forces from Iraq is Iraq's internal security and stability. Although the U.S. withdrawal plan is designed with care to avoid weakening Iraq's security, the end of U.S. occupation may alter the strategies of the main Iraqi political actors, each of which has enough armed power to be able to shatter Iraq's domestic peace. In view of the potential for insecurity in Iraq, the United States cannot afford to take a passive or reactive stance. To anticipate dangers and act purposefully, U.S. policy-makers need a dynamic analytic framework with which to examine the shifting motivations and capabilities of the actors that affect Iraq's security. This monograph offers such a framework.

In studying the withdrawal from Iraq, RAND assessed logistical constraints, trends in insurgent activity, the readiness of Iraqi security forces, and implications for the size of the residual U.S. force and for security in Iraq and the region. This report presents alternative schedules: one consistent with the Obama administration's intentions, one somewhat slower, and another faster. It also identifies steps to alleviate constraints and risks.

Building the capacity of Afghan special operations forces (SOF) is a key goal of the United States and its coalition partners. This report summarizes key partnering practices and presents findings from SOF partnership case studies in Afghanistan, Iraq, and Colombia. The goal is to identify best practices to benefit the development of Afghan SOF, as well as for special operations partnerships beyond Afghanistan.
