This paper examines how temporary migration to a different ethnic region affects national integration. It uses original survey data from individuals who were randomly exposed to different ethnic regions of Nigeria during their mandatory national service, the largest program of its kind in Africa. Comparing participants who served in a state where they are the ethnic majority to those who served in a state where they are not indicates two concurrent effects. First, interethnic exposure creates a stronger connection to the country as a whole: exposed participants have greater national pride and more positive attitudes about Nigeria, they are more knowledgeable about other parts of the country, and they are four times as likely to be living outside their ethnic region seven years later. Second, consistent with social identity theory, immersion in a different ethnic region highlights distinctions between groups and reinforces participants' connection to their ethnic group: exposed participants have more positive attitudes toward their own ethnic group, but not others, and are more likely to have all their closest friends from their ethnic group.

Quiet Diplomacy in Action is the first comprehensive account of the work of Max van der Stoel as High Commissioner on National Minorities for the Organization for Security and Co-operation in Europe (OSCE). Because Van der Stoel worked discreetly, until now very little has been written about his activities. This book takes the reader behind the scenes to explain why the post of High Commissioner was created, what his mandate is, how he worked in practice, and what recurrent themes and issues he encountered. Quiet Diplomacy in Action also gives a detailed summary of the High Commissioner's activities in the more than fifteen countries that he was involved with between 1993 and 2001. Major documents relating to national minorities in the OSCE context are included in an annex. As Michael Ignatieff writes in the Foreword: `Everyone talks about conflict prevention. One of the few senior figures that actually does it is the OSCE High Commissioner on National Minorities'. This book, written in co-operation with Mr. Van der Stoel, gives a unique insight into conflict prevention, minority rights, and the challenge of resolving inter-ethnic tensions. It should be considered a primary resource for all those interested in these subjects.

The expansion of the British Empire during the eighteenth and nineteenth centuries created the greatest mass migration in human history, in which the Irish and Scots played a central, complex, and controversial role. The essays in this volume explore the diverse encounters Irish and Scottish migrants had with Indigenous peoples in North America and Australasia. The Irish and Scots were among the most active and enthusiastic participants in what one contributor describes as "the greatest single period of land theft, cultural pillage, and casual genocide in world history." At the same time, some settlers attempted to understand Indigenous society rather than destroy it, while others incorporated a romanticized view of Natives into a radical critique of European society, and others still empathized with Natives as fellow victims of imperialism. These essays investigate the extent to which the condition of being Irish and Scottish affected settlers' attitudes to Indigenous peoples, and examine the political, social, religious, cultural, and economic dimensions of their interactions. Presenting a variety of viewpoints, the editors reach the provocative conclusion that the Scottish and Irish origins of settlers were less important in determining attitudes and behaviour than were the specific circumstances in which those settlers found themselves at different times and places in North America, Australia and New Zealand.
