Abstract

Weder Kapitalismus noch Demokratie galten in den 1920er und 1930er Jahren als Pfeiler der Stabilität. Das begann sich erst nach dem Zweiten Weltkrieg zu ändern. Dargestellt wird dieser Wandel in der Regel als Triumph von kapitalistischer Konsumgesellschaft und wohlfahrtsstaatlich gesicherter Demokratie über Faschismus und Kommunismus. 70 Jahre Bundesrepublik bieten Anlass, diese Sicht neu zu bewerten. Hermann Bücher zum Beispiel, Vorstandsmitglied des Reichsverbands der Deutschen Industrie, hielt Politiker für ökonomisch inkompetent und Parlamente für ungeeignet, um die wirtschaftlichen Grundlagen moderner Gesellschaften zu gestalten. Dennoch avancierte er nach dem Zweiten Weltkrieg zu einem wichtigen Berater der ersten bundesdeutschen Regierung unter Konrad Adenauer. Wie kam es dazu, dass Akteure wie Hermann Bücher in Deutschland, genauso wie andere in Frankreich, demokratische Regierungen als Partner des Kapitalismus akzeptierten? Schlüssel dieser Entwicklung waren Vertreter wirtschaftlicher Interessen, die als Unterhändler zwischen Unternehmen und Staat vermittelten. Sie traten für eine Transformation des wirtschaftsliberalen Individualismus zu einem koordinierten Kapitalismus ein. Philipp Müller zeigt, dass die wirtschaftlichen Eliten durch die Regimewechsel nicht nachhaltig berührt wurden und in der Nachkriegszeit zu starkem Einfluss auf die wirtschaftliche und politische Ordnung gelangten. Damit stieg auch ihre Bereitschaft zur Akzeptanz der Demokratie.

Abstract

Increasingly scholars of international relations are rallying around the idea that “domestic politics matters.” Few, however, have articulated precisely how or why it matters. In this significant book, Helen Milner lays out the first fully developed theory of domestic politics, showing exactly how domestic politics affects international outcomes. In developing this rational-choice theory, Milner argues that any explanation that treats states as unitary actors is ultimately misleading. She describes all states as polyarchic, where decision-making power is shared between two or more actors (such as a legislature and an executive). Milner constructs a new model based on two-level game theory, reflecting the political activity at both the domestic and international levels. She illustrates this model by taking up the critical question of cooperation among nations.Milner examines the central factors that influence the strategic game of domestic politics. She shows that it is the outcome of this internal game — not fears of other countries’ relative gains or the likelihood of cheating — that ultimately shapes how the international game is played out and therefore the extent of cooperative endeavors. The interaction of the domestic actors’ preferences, given their political institutions and levels of information, defines when international cooperation is possible and what its terms will be. Several test cases examine how this argument explains the phases of a cooperative attempt: the initiation, the negotiations at the international level, and the eventual domestic ratification. The book reaches the surprising conclusion that theorists — neo-Institutionalists and Realists alike — have overestimated the likelihood of cooperation among states.

Abstract

The site of industrial struggle is shifting. The West needs to look further if it wants to understand how workers' self-organization is developing in countries it too often ignores. Across the Global South, peasant communities are forced off the land to live and work in harsh and impoverished conditions. Inevitably, new methods of combating the spread of industrial capitalism are evolving in ambitious, militant and creative ways. Southern Insurgency will lead the way in examining these organizations in the contemporary era. Immanuel Ness looks at three key countries: China, India and South Africa. In each case he considers the broader historical forces at play -- the effects of imperialism, the decline of the trade union movement, the class struggle and the effects of the growing reserve army of labor. For each case study, he narrows his focus to reveal the specifics of each grassroots insurgency: the militancy of the miners in South Africa, the new labor organizations in India and export promotion and the rise of worker insurgency in China.
