This volume captures the success of India's Look East Policy (LEP) in promoting economic engagement with neighbouring countries in Asia and simultaneously its limitations in propelling growth in the bordering North Eastern Region - India's bridge head to South East Asia. It analyses the instrumental role of LEP in bringing a tectonic shift in India's foreign trade by redirecting the focus from the West to the East, thus leading to a fundamental change in the nature of India's economic interdependence. Besides discussing foreign trade, it expounds as to how LEP made India play an important role in the emerging Asian security architecture and liberated Indian foreign policy from being centred on South Asia. The essays also enumerate the reasons for LEP's failure in the North Eastern Region and chart out actionable programmes for course correction that might be factored into its latest edition - the Act East Policy. "This report explores the drivers of economic prosperity; inclusive and sustainable development in the North Eastern states of India, informed by the SDGs and associated institutional preparedness. It gives a very detailed assessment of the scope for strengthening economic capacities across sectors, ensuring economic prosperity through connectivity and discusses the resource gaps. The report most comprehensively captures the wide range of economic possibilities existing in the region in terms of sectors, local resources and expertise. At the same time, the report identifies gaps in supply chains and host of other factors around limited economic capacities and continued connectivity deficiencies that hold the region back. Key indicators like poverty and social sectors like health and education are presented in detail to cover the context in terms of the development parameters aligned with the SDGs. The wide variation in state-specific contexts has been captured based on full utilization of available data and information. India's North East comprising of eight states have been looked at from the perspectives of India's Act East Policy; development cooperation with neighbouring countries; promotion of trade including border trade; connectivity and economic corridors, infrastructure and industrialisation. In this direction, the report makes several recommendations on drivers of economic growth and enablers of social sector development. Finally, keeping in mind the disruptive effects of the Covid-19 pandemic in 2020, the report also makes an attempt to highlight evolving challenges and policy responses beyond the remit of preconceived contents"--

The book analyses the causes and seeks to comprehend the political meaning and significance of the persisting ethnic militancy in Northeast India. The author maintains that prolonged counter insurgency operations in the area have eroded the democratic fabric of the region where the army has institutionalized its authoritarian practices. The formal and informal structures of governance of this parallel regime, the intellectual ideas that shape it, and the resultant erosion of the democratic fabric of the region are the major themes of this work.
