How school systems respond to immigration has an enormous impact on the economic and social well-being of all members of the communities they serve, whether they have an immigrant background or not. Immigrant Students at School: Easing the Journey towards Integration reveals some of the difficulties immigrant students encounter – and some of the contributions they offer – as they settle into their new communities and new schools. Results from the OECD Programme for International Student Assessment (PISA) indicate that students with an immigrant background tend to perform worse in school than students without an immigrant background. Several factors are associated with this disparity, including the concentration of disadvantage in the schools immigrant students attend, language barriers and certain school policies, like grade repetition and tracking, that can hinder immigrant students’ progress through school. But successful integration is measured in more than academic achievement; immigrant students’ well-being and hopes for the future are just as telling. This report examines not only immigrant students’ aspirations and sense of belonging at school, but also recent trends in Europeans’ receptiveness to welcoming immigrants into their own countries – the context that could make all the difference in how well immigrant students integrate into their new communities. The report includes a special section on refugees and education, and an extensive discussion on education policy responses to immigration.

"Half of Toronto's population is born outside of Canada and over 140 languages are spoken on the city's streets and in its homes. How to build community amidst such diversity is one of the global challenges that Canada--and many other western nations --has to face head on. Making a Global City critically examines the themes of diversity and community in a single primary school, the Clinton Street Public School in Toronto, between 1920 and 1990. From the swift and seismic shift from a Jewish to southern European demographic in the 1950s to the gradual globalized community starting in the 1970s, Vipond eloquently and clearly highlights the challenges posed by multicultural citizenship in a city that was dominated by Anglo-Protestants. Contrary to recent well-documented anti-immigrant rhetoric in the media, Making a Global City celebrates one of the world's most multicultural cities while stressing the fact that public schools are a vital tool in integrating and accepting immigrants and children in liberal democracies."--

"For many years, sociolinguists and other scholars have studied the complex relationship between language and ethnic identity. In an article entitled Preserving the Cultural Identity of English Language Learners (2004), Sumaryona and Ortiz write: Recognizing and validating multiple cultural identities in the classroom community and developing positive student-teacher relationships strengthen individuals' sense of worth and, ultimately, their academic performance. Similarly, understanding and supporting the cultural norms of diverse learners help to create a safe and nurturing environment, which motivates students to take the necessary risks to be successful. Therefore, it is essential to find meaningful ways to incorporate the richness of students' cultural backgrounds into the curriculum"--

This report reviews recent trends in international migration, describing the size of current foreign-born populations across countries and analysing factors associated to the size and nature of these populations, reviews a set of important differences and similarities across educational systems and gives a brief description of population sizes across countries. It also provides an overview of the evidence emerging from PISA 2009 on the performance and socio-economic background of children of immigrants. Who are the children of immigrants? What do they know and what can they do? How do they differ from other students? Do they approach school and learning in a different way? It examines more closely the issue of assessment language proficiency among immigrant students and its possible impact on cognitive outcomes in PISA. It explores the effect of age at arrival on the performance of immigrant students in the PISA tests of literacy.Selective migration policies of certain countries and the attractiveness of these countries generally to highly educated migrants is also explored. It also discusses the future educational and professional career of the children of immigrant related to their performance in PISA. Does the skill and knowledge disadvantage at age 15 translate into a disadvantage in later educational outcomes? For example, are those children of immigrants less likely to access a post-secondary educational institution?

OECD's comprehensive review of migrant education in Austria. It finds that compared to their native Austrian peers, immigrant students, on average, have weaker education outcomes at all levels of education. Austria has introduced measures to promote equity and support the language development of immigrant students in German and their mother tongues. There is scope to improve the quality of the educational and language support offered in early childhood education and care; strengthen and structure the language support offered in compulsory education; provide diversity training to teachers and school leaders; and reinforce co-operation between schools and immigrant parents and communities. For migrant education policies to be effective and sustainable, it is essential to clarify responsibilities for implementation of national strategies and ensure that the different levels of education co-operate; increase the inclusiveness of the education system by overcoming the early sorting of students; and further develop the culture of evaluation in the education system to monitor student progress.
