Harima Fudoki , dated to 714CE, is one of Japan’s earliest extant written records. It is a rich account of the people, places, natural resources and stories in the Harima region of western Japan. Produced by the government as a tool for Japan’s early state formation, Harima Fudoki includes important myths of places and gods from a different perspective to the contemporaneous ‘national’ chronicles. This document is an essential primary source for all who are interested in ancient Japan. In this new critical edition, Palmer draws upon recent research into the archaeology, history, orality and literature of ancient Japan to reinterpret this hitherto little-known document. Palmer’s insightful commentary contextualizes the Harima tales for the first time in English.

We live in a world which continues to experience dramatic suffering and loss of life due to natural hazards. The disaster paradigm has accelerated efforts towards resilience building, particularly since the adoption of the Hyogo Framework for Action (HFA), a ten year plan to build the resilience of nations and communities to disasters. Urban areas present complexity and interconnectivity of various elements, and this needs to be considered when building the resilience of such areas to disasters. To address urban risks, local level disaster risk reduction (DRR) is of fundamental importance, not only because it is closer to the citizens, but because it is the repository of regulatory governance functions and local knowledge. The need to scale up the capacity of DRR at the local government level to build urban resilience is a key incentive for this study. With particular reference to the example of Makati City in the Philippines, this book analyses a local DRR approach with reference to the HFA, applies a micro-level resilience assessment and discusses an effective model for enhancing local DRR capacity in the future.

"The Era of Great Disasters examines modern disaster response in Japan, from the changing earthquake preparations and regulations, to immediate emergency procedures from the national, prefectural, and city levels, and finally the evolving efforts of rebuilding and preparing for the next great disaster in the hopes of minimizing their tragic effects. This book focuses on three major earthquakes from Japan's modern history. The first is the 1923 Great Kantō Earthquake, which struck the capital region. The second is the 1995 Great Hanshin-Awaji Earthquake, affecting the area between Kobe and Osaka. The third is the 2011 Great East Japan Earthquake, the magnitude 9.0 quake that struck off the Pacific coast of the Tōhoku region, causing a devastating tsunami and the nuclear accident. While the events of (and around) each of these earthquakes are unique, Professor Iokibe brings his deep expertise and personal experience to each disaster, unveiling not only the disasters themselves but the humanity underneath. In each case, he gives attention and gratitude to those who labored to save lives and restore the communities affected, from the individuals on the scene to government officials and military personnel and emergency responders, in hope that we might learn from the past and move forward with greater wisdom, knowledge, and common purpose"--

---Toma Damisch
