En ces temps de « mondialisation », les réformes des systèmes universitaires, l'accroissement sans précédent du nombre d'étudiants et les réseaux numériques concourent à donner des mondes universitaires une image de fluidité, de compétition et de brouillage des frontières entre établissements publics et initiatives privées. On s'acheminerait vers un « marché » mondial de l'enseignement supérieur, fondé sur la libéralisation et la diversification concurrentielle de l'offre de formation, et vers une harmonisation mondiale des standards et titres universitaires. Transformations et réformes sont le plus souvent étudiées du point de vue des pays industrialisés. Pourtant, elles ont des répercussions sur l'ensemble des systèmes universitaires. Aussi les auteurs de ce livre ont-ils choisi de déplacer le regard et d'examiner ces processus à partir de l'étude de pays absents des classements réputés exprimer l'état du « marché mondial universitaire » : Égypte, pays d'Afrique subsaharienne et du Maghreb, Brésil, Russie, Inde et Chine, sans oublier plusieurs pays d Europe. Un paysage bien différent de celui qui est généralement décrit apparaît au fil de ces études. Comme le note Anne-Catherine Wagner dans l'introduction de l'ouvrage, les logiques à l'oeuvre ne peuvent être réduites à de simples calculs de marché ; de nouvelles polarités émergent qui obligent à remettre en question les centralités occidentales et à relativiser le diagnostic posé à la hâte sur les transformations vécues par les mondes universitaires ces dernières années. Fruit d'une longue collaboration entre chercheurs réunis dans le Réseau Acteurs Émergents, ce livre témoigne d un souci partagé de rester attentifs aux pratiques des acteurs, à leurs expériences, et de refuser toute vision surplombante.

Demographic changes increasingly shape social policies as most OECD populations are ageing and include more migrants and “minorities”. Japan and Korea have already started to see their enrolments in tertiary education decline, but other countries like Turkey and Mexico can still expect a boom. Drawing on trend data and projections, this book takes an in-depth look at these important questions from both a qualitative and quantitative standpoint. Issues covered include the impact of demographic changes on student enrolment, educational attainment, academic staff and policy choices. Particular attention is given to how access policies determine the demographics of tertiary education, notably by examining access to higher education for disabled and migrant students. The book covers most OECD countries, illustrating the analysis with specific examples from France, Japan, Korea and the United States. This book is the first volume in the Higher Education to 2030 series, which takes a forward-looking approach to analysing the impact of various contemporary trends on tertiary education systems. Two further volumes will examine the effects of technology and globalisation, and a fourth will present scenarios for the future of higher education systems.

This volume attempts to identify and analyze the principles, structural features and modes of work of the different higher education policies operating in eleven countries, as well as their commonalities and differences in the light of both general international trends and country-specific factors. Four themes are explored within each country report: a description of the structure and goals of the higher education system; authority in the higher education system; higher education policy; and the impact of each on institutional governance and management.
