This book provides a systematic analysis of the performance of Brazil's large state-owned enterprises. The Brazilian economic system encourages private enterprise, but the government itself owns and operates such critical industries as petrochemicals, steel, electricity and telecommunications. The Brazilian state has assumed the role of an entrepreneur not for ideological reasons, but as a pragmatic means of speeding up the process of economic growth. The author examines the economic and financial performance of these state-owned enterprises in terms of their contribution to economic growth. He concludes that in Brazil they have been effective substitutes for private investment in a number of strategic industries and that their ability to assemble large amounts of capital, to attract skilled managers, and to earn reasonable profits permitted the Brazilian economy to grow more rapidly during the 1960s and 1970s than would have been the case in their absence.

The role of state-owned enterprises (SOEs) in the Middle East and North African economies (MENA) has historically been and remains significant in terms of their contribution to the economic value added, employment and the provision of vital services. State-owned enterprises operate across a wide range of sectors in the region - hydrocarbons, banking, construction – but also in network industries. Despite the privatisations carried out during the 1980-1990s, the role of the state in Arab economies has not declined and in many ways have indeed increased, reflecting the growth of oil and gas SOEs, sovereign wealth funds and infrastructure development projects, often carried out with the involvement of the state. The case for privatization, whether defined in a broad or narrow sense, has been forcefully made by its advocates against the backdrop of the much advertised poor performances of state-owned enterprises (SOEs) and theoretical arguments relating to the efficiency of private firms over public enterprises. [...] In spite of this, since the late 1980's, privatization has been stepped up in almost all African countries. And after about two decades of vigorous implementation of privatization programmes in Africa, there is a compelling need for a comprehensive and systematic analysis of various privatization issues, particularly the economic and social impact. This book thus establishes a clear case for a comprehensive and systematic analysis of the impact of privatization in Africa. Specifically, the book provides a state-of-the art review of privatization issues and research questions as a prelude to an in-depth study of the economic and social impact of privatization.
