In response to a request from the Central Statistical Bureau (CSB) of Kuwait, a government finance statistics (GFS) technical assistance (TA) mission visited Kuwait City, Kuwait during April 29–May 3, 2018. This first GFS TA mission from the IMF’s Statistics Department (STA) aimed to assist the CSB staff in compiling fiscal data according to the Government Finance Statistics Manual 2014 (GFSM 2014) and help them to issue this year’s GFS bulletin according to the GFSM 2014 classification. In addition, the mission discussed with the Ministry of Finance (MoF) the possibility of resuming the reporting of the GFS data to the Fund for surveillance and dissemination in Government Finance Statistics Yearbook (GFSY).

This Technical Assistance Report discusses the findings and recommendations made by the IMF mission about improving government finance statistics (GFS) for decision making in the Republic of Srpska (RS), Bosnia and Herzegovina. The future delineation of tasks and responsibilities in the Bosnia and Herzegovina GFS compilation process between the Agency for Statistics of Bosnia and Herzegovina (BHAS), Central Bank of Bosnia and Herzegovina (CBBH), Ministry of Finance RS, and Republic of Srpska Institute of Statistics is still open. The current TA can assist the RS authorities to compile aggregated RS level GFS data. Together with comprehensive methodological explanations, comprehensive process tables, and the free flow of GFS relevant data, this should allow CBBH and BHAS to compile consolidated data for Bosnia and Herzegovina.

To measure subnational governments, only external money flows are counted, excluding intra-level transactions in measuring a level of government and all intergovernmental transactions in measuring general government. Control, finance, and administration should be distinguished in measuring centralization and each level’s share of general government, administered expenditures being net of grants given to other governments and financed expenditures net of grants received. Disparate decentralization of finance, control, and administration brings vertical imbalance, measured by the portion of a government’s expenditures not covered by its own resources and by the ratio of intergovernmental grants to total government expenditures.

The following hypothesis was set and tested by this study: is the conventional budget balance, as generally accepted and used, still relevant for South Africa? The paper found that several possible alternatives are available but each must be viewed from the standpoint of their applicability to the South African context. Several were not suitable for South Africa-only because of a serious lack of available data needed to make them operational. The paper also highlights the need for reforms in government financial information in South Africa.

An improvement in the quality of public expenditures is needed in many countries, given binding macroeconomic and fiscal constraints, and poverty reduction and distributional objectives. This process involves a reassessment of methodology used for this purpose by countries and international agencies, and the data needed for improved decision making. This paper reviews methods that might be used by international agencies, such as the Fund and the Bank, jointly with a survey of data currently available, required improvements in the data currently available, and required improvements in the information base. The scope for improvements in governments' expenditure policy making is also considered.

This Report on the Observance of Standards and Codes (ROSC) provides a review of Jordan’s data dissemination practices against the IMF’s General Data Dissemination System (GDDS), complemented by an in-depth assessment of quality of national accounts, consumer and producer price indices, and government finance, monetary, and balance-of-payments statistics. The assessment reveals that Jordan participates in the GDDS and meets the recommendations for the coverage, periodicity, and timeliness of most data categories. Jordan’s macroeconomic statistics also broadly meet the periodicity requirements of the SDDS.

Australia’s statistics are of a high quality. Based on the review of its statistical practices, a set of recommendations is presented designed to increase its adherence to internationally accepted statistical practices. The aim of the review is to enhance the usefulness of Australia’s statistics in terms of cross-cutting recommendations, making national accounts series available; a national consumer price index; producer price index; and government finance statistics to include a breakdown of stocks and flows of financial assets and liabilities, monetary statistics, balance of payments, and international investment position statistics.

This Technical Assistance Report discusses the findings and recommendations made by the IMF mission about improving government finance statistics (GFS) for decision making in the Republic of Srpska, Bosnia and Herzegovina. It was found that a number of weaknesses of institutional arrangements needed to compile GFS in Bosnia and Herzegovina have yet to be resolved. Although collaboration between units involved in the compilation of GFS is well established in the Republic of Srpska, collaboration between the Bosnian institutions at the entity level and the state institutions lack fully the (in)formal prerequisites to support comprehensive and adequate fiscal data reporting. Particularly the sharing between institutions of data, metadata, and supporting information required for the accurate, timely, efficient, and auditable compilation of GFS needs strengthening.

This Technical Assistance paper on the Republic of Madagascar explains the need for the Malagasy authorities to adopt the Government Finance Statistics Manual (GFSM) 2014 concepts, definitions, and methodology as part of the macroeconomic statistics improvement Project. The report recommends that it is important to improve macroeconomic analysis and monitoring of the overall impact of government finances on the country’s economy, something that other public finance ‘figures’ of a budgetary and accounting nature are not intended to do. The report shows that steady progress continues with the preparation of a bridge table between the chart of accounts and the GFSM 2014 classifications. Notable improvements have been made in the presentation of Other Net Treasury Operations, the detailed components of which were identified and can now be presented on a gross basis. Based on the progress made, the prospect of compiling consolidated GFS covering all subsectors of the Malagasy general government in a not-too-distant future is encouraging.

This Technical Assistance Report discusses the recommendation made by the IMF mission to support the authorities of Bosnia and Herzegovina in improving government finance statistics (GFS) for decision making. The mission recommends that the authorities give consideration to the full list of objects, whereby Bosnia and Herzegovina can successfully compile GFS on an organized and comprehensive basis and within a designated amount of time. As a first step, the authorities will review the object list. As a second step, the mission together with the authorities will attach projected timelines/milestones to each lowest level object. If an object is already in place, then it will be noted as complete, and no further action will be needed.
