Abstract

This note summarizes lessons from the Water and Sanitation Program's (WSP) technical assistance to improve performance and cost-recovery at the Liberia Water and Sewer Corporation (LWSC) and Sierra Leone's Guma Valley Water Company (GVWC). The focus on cost-recovery reflects its critical importance to the viability of utilities. There are 'almost no examples in developing countries' of utilities 'whose operating revenues are significantly below O&M costs and that are nevertheless able to develop and maintain their infrastructure and provide a reliable and efficient service'. (McPhail, and others, 2012). WSP's technical assistance sought to strengthen reform efforts initiated by the management teams at LWSC and GVWC by improving the utilities' ability to sustainably fund their operations. Three aspects of cost-recovery were prioritized: (a) improving metering, billing and collection processes (b) reducing commercial non-revenue water and (c) investigating options to expand the utilities' revenue base by connecting new customers more effectively.

Abstract

This discussion paper supplements the 2018 World Bank Global Study on Aligning Institutions and Incentives for Sustainable Water Supply and Sanitation (WSS), which promotes holistic approaches in shaping policies, institutions, and regulation. The paper examines how lower-, lower-middle-, and middle-income countries (LMICs) could implement more effective regulation to deliver sustainable WSS outcomes by considering political, legal, and institutional realities. Rather than importing "best practice" models, experience has emphasized the importance of developing "best fit" regulatory frameworks aligned with policy and institutional frameworks of LMICs. To this end, this discussion paper provides an overview of three regulatory aspects-objectives, forms, and functions-to support practitioners as they consider their own regulatory reform options. It discusses the objectives of water sector regulation in LMICs, types of regulatory arrangements and structures that are being used in LMICs, and instruments and methods that regulators in LMICs use to implement their mandated functions and ends with suggestions on where the WSS community goes from here to better understand the preconditions for effective regulation. This paper does not offer definitive conclusions but rather provides suggestions on the way forward through a phased approach to regulatory reform. Importantly, it sheds light on issues that warrant further investigation to determine the future of WSS regulation in LMICs.

Abstract

Water stress has become a problem in most Indian cities, as rapid population growth increases simultaneously water demand by households, industries, and power plants. Utilities need to meet this growing demand while ensuring fair tariffs for users and promoting a sustainable use of water resources. As federal and state governments look for innovative alternatives to freshwater, the reuse of treated wastewater is gaining attention and being promoted at the federal and state levels. In addition to the environmental, health, and social benefits of treating wastewater; treated wastewater can become a reliable water source for industrial users, freeing up freshwater resources for households and helping address water scarcity in big cities. The government of India has taken steps to promote wastewater reuse, starting with the regulation of industrial water consumption and the setting and enforcement of mandatory water reuse targets for industries. The national target is to treat and reuse 50 percent of total wastewater by 2022 (PwC 2016). Some cities have set their own, more ambitious targets, and states such as Gujarat (Government of Gujarat, 2018) and Maharashtra (IndianExpress, 2017) have implemented new policies to promote wastewater reuse. Moreover, the government of India has adopted policies, established strong mechanisms of regulation, and provided funding for various programs, such as the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), to enable municipal authorities to enter into public-private partnership (PPP) arrangements to attract private funding. As a result, municipalities across the country have started to implement wastewater reuse projects. Most of these initiatives are led by utilities, through partnerships with the private sector, and with the central government covering part of the capital costs. The success of these projects reveals that wastewater reuse activities can be viable if properly structured and supported by enabling policies and institutions.

Abstract

Water has always been at the heart of Bangladesh's remarkable development story. Avoiding flood-induced famines and attaining food security were the defining motives in Bangladesh's water management since the pre-independent days.1 These helped expand flood-control and modernize irrigation, strengthening its agro-based economy. Later in the century, catastrophic cholera epidemics and the growing irrigation demand pushed extensive investments in shallow tube wells, which remain the primary water source across the country. Today, water-intensive industries such as ready-made garments and textiles make up more than 85 percent of its exports, steering the nation's job market and rapid economic growth. These structural changes, combined with the pressures from high population growth and climate change uncertainties, have now become key factors shaping Bangladesh's approach to water management. With the Bangladesh Delta Plan 2100 (BDP), the country has begun an ambitious and holistic water management strategy. The plan puts water at its center for economic development and poverty reduction, and offers an adaptive approach for devising investment plans under climate uncertainties.2 Its implementation is not without challenges, because it would require strong interagency coordination, capacity building, and vast financial resources. This report documents the role of water in Bangladesh's economy and the major water-related challenges. It aims to help develop a common approach in the sector among the Government of Bangladesh (GoB), the World Bank Group, and development partners in alignment with the BDP goals, the GoB's Eighth Five-Year Plan (8FYP), and the World Bank Country Partnership Framework. The diagnostic assesses evidence from data, literature, and official documents to produce a synthesis of water-related challenges, and concludes with a set of priorities for enabling growth and tackling poverty for the next decade. Each challenge or priority area may be cross-cutting or relevant to one or several BDP areas (hotspots).

Abstract

The Water Global Practice, under the WSS GSG Utility Turnaround thematic area, has implemented the Global Study on WSS Utility Aggregation to provide evidence-based guidance to policy makers and practitioners regarding when, why, and how water and sanitation utilities can work together ("aggregate") to successfully deliver specific policy outcomes, such as better services or lower costs. This work builds on a review of existing literature and an analysis of both qualitative and quantitative evidence, a global data set of international trends, a utility performance database, and a series of case studies. The deep-dive of 14 case studies of aggregation processes in seven countries (Brazil, Colombia, Hungary, Indonesia, Portugal, Mozambique, Romania) allowed conducting a qualitative analysis, by centering on the stakeholders involved, the decisions made, the roles of sector actors and their incentives, and the perceived outcomes with a view to bringing forward the essence of each case experience. The selection of the countries and specific providers was done in a manner to ensure a diversity of geography, development level, size, and aggregation design.

Abstract

This evaluation assesses the World Bank Group's effectiveness in supporting improved access to adequate, reliable, and sustained water and sanitation services in client countries. It also examines how well the Bank Group is equipped to support the countries in moving toward sustained water and sanitation services for all, with a focus on the poor, in keeping with Sustainable Development Goal 6. The World Bank Group provided USD 30.3 billion for WSS to client countries during FY2007-16. The World Bank accounted for the largest share with USD 28.4 billion (93 percent), followed by the International Finance Corporation (IFC) with USD 1.5 billion (5 percent), and the Multilateral Investment Guarantee Agency (MIGA) with USD 0.4 billion (2 percent). Lack of financial viability and accountability of service providers are at the core of gaps and disparities in global water and sanitation services, and the World Bank Group's response has been inadequate. Securing financial viability and institutional accountability is also crucial to attract much needed investments into the water and sanitation service sector, including private sector finance. The water and sanitation services sector faces cross-sectoral challenges that are approaching crisis proportions in many areas, but the World Bank Group has not developed yet a systematic response to address such challenges. Without tackling financial viability and cross-sectoral impacts head-on, credible progress towards SDG 6 is unlikely. IEG's evaluation also highlights pioneering and successful initiatives by the Bank in the WSS sector in several countries. The challenge is to replicate these positive experiences elsewhere.

Abstract

This study is focused on Clean Team, a social enterprise providing container-based sanitation (CBS) services in Kumasi, the second-largest city in Ghana with a population of 2.7 million in 2018. Clean Team is owned by Water and Sanitation for the Urban Poor (WSUP), a nonprofit partnership between the private sector, civil society, and academia. Clean Team delivers a single service: rental and regular servicing of in-house portable toilets, which includes transporting feces to a centralized treatment facility but not the processing and reuse of excreta. Customers find the Clean Team toilet appealing and Clean Team services are affordable compared to other alternatives. External subsidies, provided through public and philanthropic grant funding, have been necessary for Clean Team to cover its costs. Clean Team has been working, with support from funders and external advisers, on improving the efficiency of its services and reducing costs. Going forward, Clean Team could benefit from a clearer policy environment, which would allow them to increase the scale of their operations based on a more cost-efficient business model.

Abstract

This case study examines the container-based sanitation (CBS) service provided by x-runner in the low-income formal/informal settlements in peri-urban Lima. x-runner provides a safe sanitation chain in poor nonsewered neighborhoods in the hills of the outskirts of southwest Lima for a population that does not have (and probably will not have for some years) any safe or hygienic alternative. x-runner operates in difficult-to-access areas, sometimes relying on lockers for users to drop off their sealed full containers. The company is leveraging the capacities of its suppliers to reduce the complexity of its business to a manageable level and the number of customers has been growing steadily, with an average of around 24 new households per month. Although some customers expressed the view that the price for the service is high, they appear to be willing to pay it and the level of satisfaction with the service for x-runner customers is high. Going forward, an explicit recognition of CBS-or a category into which CBS clearly falls-as a viable sanitation system for the urban poor, would be an important factor for enabling public sector support.

Abstract

How can water resource agencies make smart investments to ensure long-term water reliability when the future is fraught with deep climate and economic uncertainty? This study helped SEDAPAL, the water utility serving Lima, Peru, answer this question by drawing on state of the art methods for decision making under deep uncertainty. These methods provide techniques for evaluating the performance of a water system over a wide range of plausible futures and then developing strategies that are robust across these futures. Rather than weighting futures probabilistically to define an optimal strategy, these methodologies identify the vulnerabilities of a system and then evaluate the key trade-offs among different adaptive strategies. Through extensive iteration and collaboration with SEDAPAL, the study used these methods to define an investment strategy that is robust, ensuring water reliability across as wide a range of future conditions as possible while also being economically efficient. First, on completion, the study helped SEDAPAL realize that not all projects included in the Master Plan were necessary to achieve water reliability, and the utility could save 25 percent (more than USD 600 million) in investment costs. Second, the study helped focus future efforts on demand-side management, pricing, and soft infrastructure, a refocusing that is difficult to achieve in traditional utility companies. Third, the study helped SEDAPAL gain the support of regulatory and budget agencies through the careful analysis of alternatives. Fourth, the study allowed the utility to postpone lower priority investments, and to analyze future options based on climate and demand information that simply is not available now.
