Dans Nous ne sommes plus seuls au monde, Bertrand Badie mettait en évidence les blocages d’un ordre international pris au piège de la mondialisation. Il montre ici comment le Sud, largement issu de la décolonisation, réagit à cette situation et, reprenant la main, recompose le système. Jusqu’à la fin de la Guerre froide, la compétition entre puissances a fait l’histoire. Aujourd’hui, non seulement elle est mise en échec, mais la faiblesse, à l’origine de la plupart des conflits (à travers celle des États, des nations institutionnalisées, ou du lien social), définit les enjeux internationaux et produit la plupart des incertitudes qui pèsent sur l’avenir. Le sens de la conflictualité mondiale s’en trouve particulièrement bouleversé. Devenue compétition de faiblesses, elle n’est plus territorialisée, n’oppose plus exclusivement des armées et des États ; peut-être a-t-elle même pour seule finalité de perpétuer des « sociétés guerrières ». Elle produit une violence diffuse, se déplace par rhizome, atteint tout le monde. Les vieilles puissances peinent à l’admettre. Le système international se transforme, inévitablement, sans que les États n’en prennent la mesure : il intègre de nouveaux acteurs et réécrit l’agenda international jusqu’à faire des questions sociales les enjeux majeurs de notre temps (démographie, inégalités, sécurité humaine, migrations). Reste à inventer les remèdes à ces nouvelles « pathologies sociales internationales ».

The paper finds significant deviations between short-term emerging market real interest rates and world real interest rates primarily due to the inflationary expectations of the local investor base. We test for long-run real interest convergence in emerging markets using a time varying panel unit root test proposed by Pesaran to capture the improved macro-economic fundamentals since early 1990s. We also estimate the speed of convergence in the presence of a shock. The paper suggests that real interest rates in the emerging markets show some convergence in the long run but real interest parity does not hold. Our results also find that the speed of adjustment of real rates to a shock is estimated to differ significantly across the emerging markets. Measured by their half-life, some emerging markets in Asia, E.Europe and S.Africa, where real interest rates are generally low, take much longer to adjust than where real interest rates are generally high (Latin America, Turkey). From a policy perspective, encouraging foreign investors to take direct exposure at the short end of the local debt market could lower the real interest rates in some emerging markets.

This study provides a candid, systematic, and critical review of recent evidence on this complex subject. Based on a review of the literature and some new empirical evidence, it finds that (1) in spite of an apparently strong theoretical presumption, it is difficult to detect a strong and robust causal relationship between financial integration and economic growth; (2) contrary to theoretical predictions, financial integration appears to be associated with increases in consumption volatility (both in absolute terms and relative to income volatility) in many developing countries; and (3) there appear to be threshold effects in both of these relationships, which may be related to absorptive capacity. Some recent evidence suggests that sound macroeconomic frameworks and, in particular, good governance are both quantitatively and qualitatively important in affecting developing countries’ experiences with financial globalization.
